Description
NAICS Code: 334510 The U.S. Environmental Protection Agency (EPA) intends to negotiate a sole source purchase order under Simplified Acquisition Procedures to Mini Mitter, 20300 Empire Ave, Bend OR 97701 for the acquisition of a VitalView Data Acquisition System. The VitalView Data Acquisitions System will be used to assess rat behavior following exposure to environmental toxicant. The system consists of software and hardware, cables, running wheels for 24 rats with 2 lick sensors per cage. This system will allow for collection of data regarding the amount of time the rodent spends in the running wheel as well as body temperature and heart rate to obtain complete behavioral and physiological. The VitalView Data Acquisition System provides reliable, accurate data collection and is only sold by Mini Mitter therefore, EPA has identified Mini Mitter the only vendor capable of satisfy the requirement. In order to ensure data compatibility and accuracy the circumstance permitting is FAR 13.106(B) "only one source reasonably available". The intent of this notice is to determine if any other source(s) exist, and therefore, no solicitation (RFQ) is available. Consequently, any response failing to provided the aforementioned data and instead choosing to merely submit a routine letter requesting a copy of the RFQ will be ignored. The information received in response to this notice will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. Interested parties who can meet the above requirements may submit written qualification statements, fully explaining their capability no later than 10 days after the date of this publication.
