- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. The Government intends to negotiate a firm-fixed price basis with ThermoElectron of Cincinnati,Ohio for the following item: A Isotope Ratio Mass Spectrometer System with the following minimum government requirements; (1) Continuous flow isotope ratio mass spectrometer; (2) Elemental analyzer with autosampler for IRMS (combustion and pyrolysis mode); (3) data acquisition and analysis workstation; (4) capability to measure carbon, nitrogen, hydrogen, and oxygen isotopes; (5) vendor shall have a domestic service department to provide regular maintenance and repair as needed; (6) an HD collector with two Faraday cups in addition to the standard universal triple collector; (7) the instrument shall meet the following precision (one sigma) requirements: hydrogen-2=0.04 part per mil;oxygen-18=0.08 part per mil; Carbon-13=0.06 part per mil; nitrogen-15=0.06 part per mil. The announcement constitutes the only solicitation; a written quote will not be issued. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular . The solicitation is non-restrictive. The following FAR provisions and clauses are incorporated by reference and apply to this quote: 52.211-6 Brand Name or Equal; 52.212-1 Instructions to Offerors Commercial Items; 52.212-3 Offeror Representations and Certifications Commercial Items; Each offeror shall include a Completed copy of 52.212-3 with response; 52.212-4 Contract Terms and Conditions Commercial Items; 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders- Commercial Items; 52.212-5 Facsimile Proposals. This notice is not a request for competitive proposals; however, interested persons may identify their interests and capability to respond to this requirement. Quotes must be clearly marked with Request for Quotation (RFP) Number: RFP-2006-0007444. Information received will be considered solely for the Purpose of determining whether to conduct a competitive Procurement. The evaluations of proposals and the Determination as to equality of the product shall be the responsibility of the Government and will be based on information furnished by the vendor. The purchasing activity is not responsible for locating or securing any information which is not identified in the proposal and reasonably available to the purchasing activity. The Government reserves the right to request product samples that can be tested for compatibility. The Government will not pay for any information or Samples received. Proposals may be opened at an off- Site facility for security/safety reasons and will be Resealed and forwarded to the appropriate person. As result of this, delays may occur in the receipt of your quotation therefore, your quote should be faxed to 202/ 324-0570. Offerors are to include a completed copy of the provision 52.212-3, Offeror Representations and Certifications?Commercial Item (JAN 2005) and a Completed Standard Form (SF) 1449, with their quote.
