- Various Electrical Projects at Pacific Missile Range Facility (PMRF), Barking Sands, Kauai, HI. The work includes, but is not limited to, repairing main power plant deficiencies; installation of power factor correction capacitor banks; repair neutral grounding deficiencies, corrective actions resulting from low voltage neutral grounding studies; repair/upgrade electrical system, which includes replacing the 225 kVA supply transformer, the main distribution and secondary distribution panels and receptacles; repair Makaha Ridge Power Plant Deficiencies, which includes repairing the kilovar (kVAR) meters on generator 3 and 4 remote control panels in the power plant control room and the KIUC incoming utility kilowatt (kW) meters on synch panel in the control room; calibration of protective relays in the 480 V switchgear for generators 1, 2, 3, and 4, and the bus-tie circuit breaker, disabling defeating the solid-state trip unit for the bus-tie circuit breaker, and calibration of the Generator Bus Main low voltage power circuit breaker trip units and feeder circuit breakers; replacement of the generators 3 and 4 protection current transformers and related incidental work. The NAICS Code for this procurement is 238210 and the annual size standard is $12,000,000. Estimated cost: $1,000,000 to $5,000,000. No notice of solicitation activity will be provided to interested bidders. Prospective bidders are required to pick up a compact disk (CD) which contains the drawings, at NAVFAC Hawaii (previously Navy Public Works Compound), Building A-12, 400 Marshall Road, Pearl Harbor, Hawaii. Call Ms. Julie Shimoda at 471-1563 from 7:30 a.m. to 3:30 p.m. to coordinate a CD-ROM pick up. CD-ROMs will be available when the solicitation is posted on the E-solicitation website listed above. Large business concerns shall submit a subcontracting plan. Bidders shall submit with their offer a bid bond in the amount of 20% of the bid price. Bid Opening date is approximate.
