Description
This is a combined synopsis/solicitation for the acquisition of commercial supplies prepared in accordance with the format in FAR Subpart 12.6 and FAR Subpart 13.5 as supplemented with additional information included in this announcement. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION. WRITTEN PROPOSALS ARE REQUIRED AND A WRITTEN SOLICITATION will not be issued. All prospective offerors are responsible for monitoring this site for the release of amendments (if any) or other information pertaining to this solicitation. Solicitation No. N00604-06-T-0038 is issued as a Request for Quotation (RFQ) incorporating provisions and clauses in effect through Federal Acquisitions Circular 2001-22 and DFARS Change Notice20040323. This procurement is restricted and is therefore open only to small business concerns. All qualified responsible business sources may submit a quotation, which shall be considered by the agency. Proposals must include a completed Representations and Certifications (FAR 52.212-3 Offeror Representations and Certifications ? Commercial Items and DFARS 252.212-7000 Offeror Representations and Certifications ? Commercial Items. Please complete your Representations and Certifications on the following website: http://orca.bpn.gov. Contractor must be registered in the Central Contractor Registration Database (CCR) to be eligible for Department of Defense contract awards. Lack of registration in the CCR database will make an offeror/quoter INELIGIBLE FOR AWARD. Please ensure compliance with this regulation when submitting your quote. The applicable NAICS code is 423610 and the small business size standard for this procurement is 100 employees. A single award will be made to the lowest priced, technically acceptable quote. The requirement is to provide the following: CLIN 0001 ? Outdoor duplex switch, 1 each. Specifications to the switch is as follows: Shall conform to NEMA SG5, SG6 and ANSI C37.20. The o utdoor assembly shall be non-walk-in weatherproof enclosure. Provide non-setting and non-aging gasket material and locate to ensure a permanently weatherproof assembly under rain, snow, sleet, or hurricane conditions. Entire assembly shall be tamperproof and external doors shall be suitable for padlocking. Cable compartment of the primary switch section shall be provided with a light fixture with wire guard, light switch, ground-fault interrupter type receptacle, and accessories; installation shall be suitable for outdoor use. Outdoor Duplex Primary Air Interrupter Switch shall be dead-front metal-enclosed, fused with manual stored energy operator rated 15KV, 95 KV BIL for service on a 11.5 KV system with a short circuit capacity of not less than 500 MVA. The frame of the unit shall be connected to the ground bus. The switch shall be a manually group-operated three pole, single three unit. The unit shall be designed for easy inspection. Enclosure shall have a single full height, flanged front and back doors. Provision shall be made for operating the switch mechanism and storing the removable handle without opening the full height door. A gasketed, rectangular, high impact type glass observation window shall be provided over the switch. The door shall be mechanically interlocked to prevent opening the door unless the switch is open. There shall be a mechanical interlock to prevent closing the switch unless the door is closed. The switch shall be operated by manually charged spring stored energy mechanism which shall simultaneously disconnect or connect all ungrounded conductors. The movable blade of the switch shall be de-energized when in the ?open? position. The mechanism shall enable the switch to close against a fault equal to the momentary rating of the switch without affecting its continuous current carrying ability. The switch shall be capable of carrying continuously 600 amperes with momentary rating of 40,000 amperes at! 15 KV. Conductor terminations shall be 1/c type with the provisions for single feed and arranged for conduits entering from below. Switch shall have provision for padlocking in the ?open? and ?closed? positions. Switch shall be supported by porcelain insulators adequately sized and braced to withstand specified available fault current. Construction Details: Switch gear shall be fabricated of sheet steel and shall be completely enclosed. Channel bases shall be provided as necessary. Roof shall be sloped horizontally from front to back as necessary. Unit type construction shall be used for the switchgear housing to provide a rigid self-supporting enclosure for the switch units. The structure shall be constructed of 1/8 inch thick formed, stretcher-leveled steel sheets and structural members electrically welded, and shall have hinged steel panel doors front and back. Steel surfaces shall be cleaned and phosphatized. A finished coat of light grey, ANSI #61, paint shall be applied over a primer coat. Vent openings shall be provided with screens to prevent the entrance of rodents. Busses and Connections: Busses shall be made of flat copper bar having round edges. The contact surface at each main bus joint and each tap joint shall be silver plated formed and bolted to obtain a high pressure silver-to-silver contact to assure maximum conductivity. The bus shall be fully insulated for 15 KV and shall be mounted on porcelain insulating supports to provide the strength to withstand magnetic stresses equal to monetary and interrupting ratings of the devise. Barriers shall be arranged to isolate the bus compartment of each unit. Insulation shall be flame retardant, molded-type with either molded insulation covers or compound filled boxes and varnished cambric tape for bus joints. A continuous un-insulated copper ground shall extend the full length of the stationary structure. It shall have a momentary rating at least equal to the highest momentary rating of any device in the structure assembly and shall have provisions for connection to station ground. The switch unit sha ll be grounded directly to the ground bus. Equipment shall be supported by porcelain insulators, adequately sized and braced to withstand the specified available fault current. Key interlocks shall be provided for the air interrupter switches. Strip heaters rated 240 volts, shall be provided in each switchgear section. Heaters shall be of sufficient capacity to control moisture condensation in the compartments and be controlled by a thermostat and humidistat located inside the secondary switchboard section. Thermostats shall be industrial type, high limit, to operate on temperature drop, with range of 30 percent to 60 percent relative humidity. Fusses: power type, current limiting 65 amperes, 14.4 KV and 55,000 amperes interrupting capacity (asymmetrical). Provide 3 each additional spare fuses. Undercoating: Primary switchgear shall have the underside of their bases coated with coal tar base coating conforming to Mil Spec. MIL-C-18480,30, mils thick. Warning signs: Warning signs shall be provided for electrical equipment such as a switchgear having a nominal rating of 600 volts an above. Sign shall conform to ANSI Standard Z35.1, shall be of metal, and shall have the legend ?DANGER HIGH VOLTAGE KEEP OUT? in three lines of letters of nominal 2inch height. The signs shall be of such number and condition as to be readable from all accessible sides. CLIN 0002 ? Cable, copper, 750 MCM, 600 vac, EPR/hypalon insulation, 1000 ft reel, 14 each. CLIN0003 ? The Government plans to award a single contract resulting from this solicitation. A single award will be made to the lowest priced, technically acceptable quote. FOIA Clause ? Unit Prices. Contractor?s unit prices, when incorporated into a Government contract. Will be released under the Freedom of Information Act (FOIA) without further notice to the Contractor that submitted the prices. If the Contractor does not want his unit prices released, then he shall submit his proposal with the appropriate legends regarding the data, and explain in detail why such data cannot be released as public record under FOIA. Review of Agency Protest (FISCPH) (APR 2000) (a) The contracting activity, Fleet and Industrial Supply Center, Pearl Harbor (FISCPH), will process agency protest in accordance with the requirements set forth in FAR 33.103 (d) (4), agency protests may be filed directly with the appropriate Reviewing Authority or a protester may appeal a decision rendered by a Contracting Officer to the Reviewing Authority. (c) The Reviewing Authority for FISCPH is the Director, Regional Contracting Department (Code 200), Fleet and Industrial Supply Center, Pearl Harbor, at 1942 Gaffney Street, Suite 100, Pearl Harbor, HI 96860-4549. Agency procurement protests should clearly identify the initial adjudicating official, i.e, the Contracting Officer or Reviewing Official. (d) The decision of the Contracting Officer will not extend the timeliness requirements of GAO. Therefore, any subsequent protest to GAO must be filed within 10 days of knowledge of initial adverse agency action. All prospective quoters interested in submitting a proposal for this solicitation shall include their name, address, telephone number and point of contact, fax number, e-mail address and commercial and Government Entity (CAGE) code.
