- Announcement of the reopening of discussions with vendors in the competitive range. Responses from vendors included in the comptitive range are due on 11/17/2005. **************************** The Department of the Treasury intends to issue a solicitation for the Treasury Communications Enterprise (TCE). TCE will provide a single, seamless, department-wide wide area network (WAN) provided in the form of performance-based, vendor-managed services. The TCE procurement will establish a single IDIQ contract to meet the needs of Treasury and its bureaus at approximately 850 locations in the United States and US territories that are currently supported by the TCS contract. The procurement will be conducted on an unrestricted basis. The scope of the work under TCE will include the planning, design, transition, implementation, operation, maintenance, and management of the contractor-owned TCE WAN. The scope of the contract shall include new requirements that may develop as a result of technology advancements and changing business needs and shall support the Treasury?s future requirements for deploying converged technologies. Additionally, current Treasury telecommunication projects may be migrated into the TCE contract in the future. The contract will consist of a three (3) year base ordering period and seven (7) one-year option periods and will include the clause 52.217-8 Option to Extend Services. All responsible sources may submit an offer. A Request for Comment (RFC) on draft solicitation documents will be posted on Friday, January 23, 2004. Comments are due February 6, 2004. The final TCE solicitation is tentatively scheduled for release on or about Monday, March 1, 2004. The RFC and the solicitation documents will be available on the internet at www.procurement.irs.treas.gov. Interested vendors are requested to register via email at awss.tce@irs.gov. The final TCE solicitation will contain a number of technical documents that are considered sensitive, but unclassified, and will be available to authorized vendors via Federal Technical Data Solution (FedTeDS). Vendors can register with FedTeDS at www.FedTeDS.gov.
