Description
The U. S. Department of Homeland Security (DHS), Federal Protective Service (FPS), has a unique requirement for Security Officer Services at the 3801 Nebraska Avenue Complex (NAC), Washington, D.C. The successful offeror and its work force must have up to and including top-secret security clearances with SCI; must be able to meet FPS suitability requirements, provide dedicated Special Police Officers (SPO), Emergency Dispatchers, Desk Sergeants and an EMT/Alarm Monitors on each shift as described in Exhibit 1 of the SOW. Personnel in supervisor positions are required to provide the DHS customer daily summary significant security events, and demonstrate superior technical and professional proficiency in all aspects of leadership, security training, and administration. Requirement involves the following: provide and maintain all management, supervision, manpower, training, equipment, supplies, licenses, permits, certificates, insurance, pre-employment screenings, reports, and files necessary to accomplish security guard services, 24 hours per day/7 days per week in accordance with the requirements of the solicitation. Additionally provide program of instruction development (POI) for specified security training and an active internal quality control program. The Security Company will provide the prescribed uniforms, security reports and forms, communications capability to include a console, patrol vehicles and 9mm handguns. This requirement will be filled through award of a single fixed price, indefinite delivery/indefinite quantity contract with a base period of one year and four option periods of one year each to be exercised at the discretion of the government. Services are expected to commence immediately on March 29, 2006. The NAICS Code is 561612. The solicitation will be available on an estimated date of November 1, 2005, with a planned closing date of December 1, 2005.
