- DESCRIPTION: NSN4820-01-407-0656, VALVE, Y I/A/W DRAWING NR DD-80064-803-1385623 AND DRAWING NR ST-80064-803-1385620. THIS IS A UNRESTRICTED ACQUISITION. FULL AND OPEN COMPETITION APPLIES. THE SOLICITATION CONTAINS A FIRST ARTICLE TEST (FAT) SEE CLING 9907 AND SPECIAL INSTRUCTIONS LOCATED ON PAGE 3 OF 18 OF THE SOLICITATION. TOTAL PR QUANTITY 69 EACH WITH A 50% OPTION (SEE CALUSE I17D01). CLIN 0001 FOR 39 EACH WILL BE SHIPPED TO STOCKTON, CA AND AND CLIN 0002 FOR A QUANTITY OF 30 EACH WILL BE SHIPPED TO NEW CUMBERLAND, PA. THE SLICITATION WILL BE AVAILABEL ON THE ISSUE DATE OF 11/14/05 AT HTTPS://WWW.DIBBS.BSM.DLA.MIL/. WHILE PRICE MAY BE A SIGNIFICANT FACTOR IN THE EVALUATION OF OFFERS , THE FINAL AWARD DECISION WILL BE BASED UPON A COMBINATION OF PRICE, DELIVERY, PAST PERFORMANCE AND OTHER EVALUATION FACTORS AS DESCRIBED IN THE SOLICITATION. DELIVERY REQUESTED IS 240 DAYS. FOB IS DESTINATION INSPECTION AND ACCEPTANCE WILL BE ORIGIN. ALL RESPOSIBLE SOURCES MAY SUBMIT AN OFFER/QUOTE WHICH SHALL BE CONSIDERED. Notice to All Contractors: In a final rule contained in the Federal Acquisition Circular 01- 26 (Item I, FAR Case 2002-24) published in the Federal Register on December 20, 2004, the Federal Acquisition Regulation was amended to require offerors to submit representations and certifications electronically via the Business Partner Network. Offerors are encouraged to complete an Online Representations and Certifications Application (ORCA) as soon as possible since this requirement will be appearing in solicitations in the near future. The ORCA can be found at http://orca.bpn.gov. Until ORCA is fully implemented continue to comply with all government instructions and requirements in solicitations and contract awards." See Note(s): 9,12 AND 26. The solicitation will be available in FedBizOpps on its issue date of 11/14/05. The Small Business size standard is 500 employees. Drawings/specifications will be available through the DIBBS solicitation link in the synopsis on the solicitation issue date. Proposed procurement contains a 50% option for increased quantities. While price may be a significant factor in the evaluation of offers, the final award decision will be based upon a combination of price, delivery, past performance and other evaluation factors as described in the solicitation.
