Description
The purpose of this modification is to extend the response date to 11-01-05 from 10-26-05. All other information stays the same. ************************************************************** The United States Department of Agriculture (USDA), Animal and Plant Health Inspection Service (APHIS), National Veterinary Science Lab (NVSL), Ames, Iowa, has a yearly requirement of approximately 5,100,000 cubic feet of Bulk Liquid Nitrogen. (i) This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotations are being requested and a written solicitation will not be issued. An addendum is attached to this solicitation and must be returned with the faxed and written quotes. (ii) The solicitation number is APVSNVXX-0018-6 and the solicitation is issued as a request for quotation (RFQ). (iii) The provisions and clauses incorporated into this solicitation document are those in effect at the time of publication. Provisions and clauses incorporated by reference have the same force and effect as if they were given in full text. The full text of the Federal Acquisition Regulations (FAR) and Agriculture Federal Acquisition Regulations supplement (AGARs) can be accessed on the Internet at http://www.arnet.gov/far and http://www.usda.gov/procurement/policy/agar.html. (iv) This solicitation is a small business set-aside. The associated North American Industry Classification System (NAICS) code is 325120, business size standard for this code is 1,000 employees. (v) (vi) This requirement consists of 1 line item to purchase Bulk Liquid Nitrogen; Law Fed Spec ##BB-N-411c type II liquid, grade B, 99.5% pure, class 1, oil free. Delivery is to Government-owned tank, capacity 1,000 gallons. Delivery shall be required every 3 -5 calendar days, between the hours of 8:00 a.m. and 4:30 p.m., and includes holidays and weekends unless special arrangements have been made. Approximate usage 5,100,000 cubic feet, for the period beginning November 1, 2005 through September 30, 2006. Adequate supply must be maintained throughout weekends. Any additional charges (i.e. power charge, delivery, bulk, surcharge, etc.) shall be included in the offer. The measurement gauge on the Government tank shall not go below 25%. Price shall be submitted as delivered cost per cubic foot. In the event of an additional requirement of bulk liquid nitrogen, the USDA will contact the contractor for delivery within 24 hours. It is anticipated that a firm-fixed price contract will be awarded. The Government intends to issue a single solicitation and make a single award to one offeror. Simplified procurement procedures will be used as well as commercial item acquisition regulations per FAR 12. The solicitation and all subsequent notices and amendments will be posted on the Internet at: http://www.fedbizipps.gov. (vii) Delivery and acceptance of line item 1 will be F.O.B. Failure to provide this information will result in the vendor not being considered for award.
