- Document Type: Combine Synopsis/Solicitation Posted Date: 26 October 2005 Set Aside: Full and Open NAICS Code: 541370 Description This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6 as supplemented with additional information included in the notice. This announcement constitutes the only solicitations; proposals are being requested and a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This solicitation is issued as a request for proposal (RFP). All interested offerors must contact the Contract Specialist to receive specifications. Submit written offers (oral offers will not be accepted). The solicitation is being conducted under Simplified Acquisition Procedures (SAP) FAR Part 13. This solicitation document and incorporated provisions and clauses are those that are in effect through Federal Acquisition Circular 2005-06. It is the contractor?s responsibility to be familiar with applicable clauses and provisions. This acquisition will be FULL AND OPEN. For informational purposes the SIC Code is 8713, the NAICS code is 541370 with a size standard of $4 Million. Line Item 0001 the contractor shall provide all labor, material, and equipment to investigate water sources for the town of Gode, in the Somali regional state of Ethiopia. For additional information see Statement of Work below: STATEMENT OF WORK FOR HYDRO GEOLOGICAL SURVEY GODE, EITHIOPIA 1. Overall Objectives The overall objective of this project is to increase the availability of water in Gode, Ethiopia; through identifying and surveying candidate sites for the drilling of water wells, or through identifying and evaluating alternate means of water collection and distribution. The objective of this contract is to investigate water sources for the town of Gode, in the Somali regional state of Ethiopia. The objective of this assignment is to undertake a feasibility study that will provide sufficient information and data to assist in the evaluation of groundwater or other water resources sufficient for supplying water and providing sanitation services to Gode, Ethiopia on an environmentally sustainable basis. The actual drilling of the wells is not part of this solicitation. 2. Contractor Responsibilities In order to conduct a comprehensive water source investigation, the consultant will perform the following: a. Collect, collate and analyze all available geological and hydro-geological maps and reports of the areas and carry out preliminary geological and hydro-geological interpretations. b. Conduct site investigations on existing water supply sources and, based on the interpretive base maps, assess the availability, type and depth of potential aquifers. c. Identify prospective areas for groundwater exploitation and define the geometry of the aquifers by way of appropriate geophysical methods (e.g., through vertical electrical sounding (VES) methods using Schlumberger array). d. Based on the geological, hydro-geological, geomorphological and geophysical data synthesis, select optimum sites for exploration/exploitation drilling. e. Investigate the prospects for alternative water supply schemes (e.g., rainwater collection) and compare the sustainability of each in contrast with the drilling option. f. In prioritizing and selecting one or more water supply schemes, consult with and consider the traditional judgments and feelings of the local beneficiaries ? particularly the women in the community. g. If surface water harvesting is seen as the best option, assess the type and extent of locally available construction materials. h. If deep or shallow drilling is proposed, assess the technical difficulties that could be encountered during drilling and the recommended drilling methods. i. Prepare preliminary designs, bills of materials and cost estimates for the development of the water schemes. The water investigation shall involve carrying out feasibility studies and preliminary designs for water supply and sanitation. The consultant shall make use of any available/existing data and information and take due regard of the experiences of other rural and urban water supply and sanitation projects in Ethiopia. Experience and lessons learned from completed and ongoing projects in the sector shall be taken into account, particularly with regard to projects carried out within the rural communities. The study shall involve situation assessment (reconnaissance investigations), detailed investigations, feasibility analysis of development options and preliminary design and costing of the most feasible option. Following feasibility analyses of development option, selection of the most feasible one, and preliminary design for the approval of the contractor, the consultant will undertake detailed design of the selected option, which includes: Preparation of bills of quantity of the project Tender document preparation Development of water sources (drilling or surface water harvesting) 3. Bid Option #1 The Contractor will perform these same services at one other location, to be determined, in the Somali regional state of Ethiopia. (End Statement of Work) The required Period of Performance is: 10 November, 2005 ? 10 December 2005 to CJTF HOA, Gode, Ethiopia, Africa; FOB Destination. Responsibility and Inspection: Unless otherwise specified in the contract or purchase order, the supplier is responsible for the performance of all inspection requirements and Quality Control. The provision at FAR 52.212-1, Instructions to Offerors-Commercial Items, applies to this acquisition. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: price and ability to meet delivery date. When evaluating the offers ability to meet delivery date will be as important as price.
