Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number W9127Q-06-T-0005 is issued as a Request for Quote. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Ci rcular 2005-06. This is a 100% small business set-aside; NAICS is 811310 and size standard is $6M. Line item 0001: Services, Non-Personal: Furnish all labor, equipment, supplies, materials, testing, transportation, plant and supervision necessary to pr ovide monthly preventive maintenance for two breathing air compressors, as prescribed by the manufacturer, located at the 172nd Airlift Wing, Mississippi Air National Guard, 141 Military Drive, Jackson, MS. Period of performance is 1 December 2005 - 30 No vember 2006. Work shall comply with the Performance Work Statement, below. NOTE: A pre-quote site visit is scheduled at Thompson Field, 141 Military Drive, Base Contracting Office, Jackson MS 39232-8881, at 1:00 P.M. CST on Wednesday, 2 November 2005. Drivers must have a valid drivers license and proof of vehicle insurance and registration in order to drive on the installation. PERFORMANCE WORK STATEMENT. SECTION 1, GENERAL. 1.1 SCOPE: Services, Non-Personal: Furnish all labor, equipment, supplies, materials, testing, transportation, plant and supervision necessary to provide preventive maintenance for air compressors, vacuum pumps and air dryers, as prescribed by their respec tive manufacturers, located at the 172nd Airlift Wing, Mississippi Air National Guard, 141Military Drive, Jackson, MS. 1.2 OVERVIEW: The 172nd Airlift Wing has a number of air compressors, vacuum pumps and air dryers located at its facility that are used in various capacities and that impact the mission of the Wing. The purpose of this requirement is to extend the life cycle of these compressors, pumps and dryers to positively impact the Wings mission accomplishment. SECTION 2, SPECIFIC TASKS. Task/Frequency Codes: A - Annual preventive maintenance includes: change all air and pre filters. In addition, for petroleum-based oil machines, designated as (P-B), change oil a nd oil filters. No synthetic oil or oil filters are required for this work. Services shall be performed in the month of January. BA - Breathing Air Annual preventive maintenance includes: change all necessary filters (activated carbon filter, coalescing filter, after filter, catalyst vessel, particulate filters); perform calibration procedure on carbon monoxide monitor; inspect all filter indicators; clean condenser coil, and set and adjust operating pressure and controls. Services shall be performed in the month of January. Q - Quarterly preventive maintenance includes: change all air pre filters; clean valves; and set and adjust operating pressure and controls. Services shall be performed in the months of April, July and October. BQ - Breathing Air Qu arterly preventive maintenance includes: change all necessary filters; perform calibration on carbon monoxide monitor; inspect all filter indicators; clean con denser coil; and set and adjust operating pressure and controls. Services shall be performed in the months of April, July and October. M - Monthly preventive maintenance includes: perform calibration procedure on carbon monoxide monitor; inspect all filt ers; clean condenser coil; and set and adjust operating pressure and controls. Services shall be performed in the months of February, March, May, June, August, September, November and December. SECTION 3, DELIVERABLES/QUALITY ASSURANCE. Within 24 hours of completion of preventive maintenance, Contractor shall provide to the Quality Assurance Evaluator (QAE), a report of service activities and documentation of operating parameters on each compressor/pump/dryer. Failure to provide report and documentation sh all result in reduction of payment for each item on which report and documentation is not provided. The provision at 52.212-1, Instructions to Offerors - Commercial Items (JAN 2005) applies to this acquisition. The provision at 52.212-3, Offeror Representa tions and Certifications - Commercial Items (MAR 2005) Alternate 1 (Apr 2002) applies to this acquisition and a completed copy of this provision shall be submitted with any offer. The provision at 52.217-5, Evaluation of Options (JUL 1990) applies to this acquisition. Quotes will be evaluated to determine the best value to the Government using the Lowest Price, Technically Acceptable process, IAW FA R 15.101-2 - that is, the lowest evaluated price meeting or exceeding technical requirements.
