Description

This notice serves as a synopsis for the upcoming solicitation number W9126G-06-T-0003, for the purchase non-personal services to overhaul/repair, and test the Cyclops Overhead Bridge Crane (100-ton main/20-ton auxiliary) located at the Whitney Power Plant, 285 CR 3602, Clifton TX, 76634. The contractors tear-down overhaul, repair, replacement, interface/integration installation and testing of associated material/equipment applicable the Scope of Work (SOW) shall be delivered as a turn-key product and shall be bid as such. There will be required deliverables such as drawings, reports, plans, work schedules and other requirements are called out in the official SOW that will be included in the forthcoming solicitation. The contractor shall be respons ible for monitoring and participating in various program management, quality control and safety tasks in support of the services to be performed on the crane. The aforementioned tasks may or may not be associated with deliverables; however, they are requi red and necessary in order to communicate with the government and/or demonstrate adherence to policies set forth by various governing agencies or committees. The period of performance shall be dependant upon material lead times; however, the period of perf ormance shall not exceed 180 days. A CD containing approximately 10 technical drawings of the crane shall be available on the date the solicitation is issued. Those who are interested in viewing the crane may immediately make site visit arrangements for during the dates of 15 November through 17 November 2005. To make your site visit appointment you must contact Sheila R. Garrett, at 817-886-1058 (or via email a t the address listed below) at your earliest convenience. Appointments shall be made in two hour increments between 8AM to 3PM. Appointments shall be made on a first come first serve basis. All site visitors shall bring their own hard hat to wear on-site. No questions shall be answered at the site visit, but rather shall be submitted in writing to the Contracting Officer after the site visit is complete. The proposed contract type is a firm fixed priced purchase order. While price will be a significant factor in the evaluation of offers, the final contract award will be based on BEST VALUE, with past performance being significantly more important than pric e. The Request for Quotation (RFQ) shall be available on or about 28 October 2005. The proposals are due 29 November 2005. The solicitation is only available for download via the Federal Business Opportunities (fedbizopps.gov) website and the Corps of Eng ineers website at https://ebs.swf.usace.army.mil/ebs/AdvertisedSolicitations.asp. The NAICS is 811310, and the Business Size Standard is $6 million. The acquisition is a SMALL BUSINESS SET-ASIDE.
