Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This solicitation is issued as a request for quote (RFQ). This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. This requirement is set aside for small business. The NAICS code is 541430 with a small business size standard of $6,000,000 in annual sales. The due date for proposals is Friday, November 4, 2005 at 5:00 p.m. local time. Proposals shall be submitted electronically to nicole.ashby@ed.gov. The U.S. Department of Education's (ED) Office of Communications and Outreach (OCO) requests cost quotations for layout and design services in support of The Achiever newsletter. The Achiever is a monthly newsletter that focuses on grassroots efforts to improve education, and delivers resources and information communities can use to achieve their educational goals. Each six-page issue contains several regular departments that include: three news stories, a feature spread, pullout quotes, a factoid, a calendar, graphs and resources. Design and layout services are needed for the following 9 issues: * January 2006 Vol. 5, No. 1 * February 2006 Vol. 5, No. 2 * March 2006 Vol. 5, No. 3 * April 2006 Vol. 5, No. 4 * May 2006 Vol. 5, No. 5 * June 2006 Vol. 5, No. 6 * July/August 2006 Vol. 5, No. 7 * September 2006 Vol. 5, No. 8 * October 2006 Vol. 5, No. 9 The Department requires the services of a graphic designer with high technical standards and the capacity to deliver under tight time constraints and shifting deadlines. Specific technical requirements include: * Capability and equipment to design and layout a six-page, four-color newsletter. To ensure consistency with the editor's equipment, the designer must use QuarkXpress on the MAC platform. * Access to a high-quality clipart gallery and stock photographs. The Achiever is an image-intensive publication averaging 18-20 illustrations and photos per issue. * Capacity to manipulate and display images and photographs in a visually appealing and brand-specific fashion. The designer must have equipment to scan publication covers and photographs and the requisite skill to deliver special silhouetting of photos along with any other requested Adobe Photoshop treatment of photographic images. * Ability to edit, redesign and deliver multiple publication drafts under strict time constraints, including 24-hour turnaround for the final layout and design. The designer should budget for two rounds of author's alterations. * Capacity to deliver both a print-quality disk copy and a Web-ready PDF version of the publication. Below is a sample timetable illustrating key milestones for the layout and design of the October 1, 2005, issue of the newsletter: Task 1: Copy to designer/Conference call to discuss layout and design concepts; Turnaround Time: N/A; Due Date: September 13, 2005. Task 2: Production of first draft; Turnaround Time: 36 hours; Due Date: September 16, 2005. Task 3: Author's alterations/First round; Turnaround Time: 4 hours; Due Date: September 19, 2005. Task 4: Author's alterations/Second round; Turnaround Time: 4 hours; Due Date: September 20, 2005. Task 5: Delivery of print-ready materials; Turnaround Time: 24 hours; Due Date: September 21, 2005. Offers to contract for the proposed project should include a brief corporate capabilities/experience section, samples of similar work and a detailed cost proposal. It is anticipated that a purchase order will be issued within the simplified acquisition threshold. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-06. FAR 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition and no addenda are included to the clause.
