Description
The Federal Bureau of Prisons anticipates award of an Indefinite Delivery/Indefinite Quantity type contract with firm-fixed unit prices for a three-year base period and up to seven one-year incentive award terms for residential community corrections center (CCC) services for male Federal offenders held under the authority of the United State Statutes located within the boundaries of Washington, D.C. area. It is the responsibility of the prospective contractors to propose how they will conduct the operation of the CSC which include care, custody, control, accountability and treatment, including subsistence in accordance with the Federal Bureau of Prisons? Statement of Work entitled, ?Performance Work Statement? (PWS) dated November 2004. The estimated number of inmates days is 71,240 (minimum) and 164,400 (maximum) for the base period; 23,725 (minimum) and 54,750 (maximum) for award terms one and two; 23,790 (minimum) and 54,900 (maximum) for award term three; 23,725 (minimum) and 54,750 (maximum for award term four; 23,725 (minimum) and 54,750 (maximum) for award term five; 23,725 (minimum) and 54,750 (maximum) for award term six; 23,790 (minimum) and 54,900 (maximum) for award term seven; respectively. Award terms are earned based on the contractor?s evaluation rating. At the end of the second and third year of the contract, the contractor must have a rating of ACCEPTABLE or above to earn award terms 1 and 2. In order to be awarded each of the last five one-year award terms, the contractor must receive a Contractor?s Evaluation rating of VERY GOOD for the evaluation periods ending the fourth, fifth, sixth, seventh and eighth contract years. The solicitation will be available on or about November 23, 2005, and will be distributed solely through the General Services Administration?s Federal Business Opportunities web site http://www.fedbizopps.gov/. Hard copies of the solicitation will not be available. The site provides downloading instructions. All future information about this acquisition, including solicitation amendments, will also be distributed solely through this site. Interested parties are responsible for monitoring this site to ensure that they have the most up-to-date information about this acquisition. The estimated closing date of RFP 200-0894-MA will be on or about January 23, 2006. All responsible sources may submit a proposal which will be considered by this agency. No collect calls will be accepted. No telephone requests or written requests for the solicitation will be accepted. Faith-Based and Community-Based Organizations Faith-Based and Community-Based Organizations have the right to submit offers/bids/quotes equally with other organizations for contracts for which they are eligible.
