Description
This purpose of this announcement is to publicize the intent of the FAA to standardize the Airport Surface Detection Equipment - Model X (ASDE-X) configuration currently produced by Sensis Corporation of DeWitt New York. The FAA proposes that future acquisitions of ASDE-X related equipment be made on a single source basis with Sensis Corporation through fiscal year 2011 in order to accommodate conversion of some ASDE-3 sites to ASDE-3X sites and to facilitate acquisition of ASDE-X equipment for both federal and non-federal entities. The current ASDE-X contract with Sensis Corporation was awarded on October 11, 2000 following a competitive solicitation. The ASDE-X system consists of a surface movement radar(s), a processor, an ADS-B/multilateration sensor, and displays. The data from the radar and other sensors is fused together into one target which is displayed to the controllers. The system provides seamless surveillance coverage of the airport surface and identification (Tags) to air traffic controllers. The system has been commissioned in Milwaukee, Orlando, Houston, and Providence. The FAA has recently rebaselined the program resulting in a requirement to purchase ASDE-X material to support converting some ASDE-3 sites to ASDE-3X sites. The ASDE-3X will enable the ASDE-3 antenna to feed data into the ASDE-X system. In addition, the FAA is developing cost sharing arrangements with various entities, including airlines, who have expressed interest in the ASDE-X system data output for business management purposes and efficiency/cost control benefits. The FAA will acquire the title to systems purchased through cost sharing arrangements which will reduce the overall FAA investment in the equipment infrastructure. Since award of the ASDE-X contract, FAA has invested funding in the program to develop multiple enhancements including safety logic, a data distribution capability, various interfaces to FAA automation systems, and a multiple radar capability. The safety logic capability has achieved initial operating capability in Orlando. The multiple radar capability is the sole remaining enhancement to be completed. In addition, the FAA has invested in specialized software algorithms during the 5 year life of the original contract. The FAA plans to obtain the maximum life cycle benefit from its investment in the ASDE-X program by standardizing the equipment. In addition, there are plans to utilize the ASDE-X baseline to support other future capabilities The FAA investment also includes development of training packages, maintenance procedures, logistics support, and technology refreshment plans. If FAA were to recompete the ASDE-X requirement at the present time, whole new cycles of development, test, documentation, and deployment would likely be required which would include introduction of a different design into the field. The cost of developing a new baseline and maintaining two system configurations for the same operational requirements would not be beneficical to FAA. It is beneficial for air traffic controllers and maintenance personnel to be trained on and utilize the same suite of equipment. The FAA knows of no other company which could provide identical systems without either a substantial initial investment or an extended period of preparation and additional expense to the Government which would duplicate previous investments and logistic support structures already in place. As the system matures and specific new operational requirements are developed based on experience with the system, it is probable that a competitive requirement would be initiated after FY 2011 which would reflect new FAA requirements. Accordingly, this is the formal notice to industry that FAA has determined that it is in the best interest of FAA to standardize the ASDE-X equipment being developed by Sensis Corporation through FY 2011. Future needs of ASDE-X equipment, including FAA requirements and cost/sharing agreements with Federal and non-federal entities will be made with Sensis through FY 2011. .
