Description
D - Information Technology Services, Including Telecommunications Services. As required by the Small Business Act, 15 U.S.C. 637(e), and the Office of Federal Procurement Policy Act, 41 U.S.C. 416, this notice of proposed contract action is provided in accordance with Federal Acquisition Regulation (FAR) Subpart 5.2, 48 C.F.R. 5.201. Reference is made to the Department of Defense (DoD) Public-Private Competition of Information Management (IM) Information Technology (IT), under Office of Management a nd Budget (OMB) Circular A-76, which closed on October 21, 2005. The U.S. Army Corps of Engineers, Most Efficient Organization (USACE MEO) intends to award a sole source contract to Lockheed Martin Information and Technology Services, Cherry Hill, NJ 0800 2, under the authority provided in FAR 6.302-1, Only One Responsible Source. The USACE MEO evaluated all interested Army Information Technology Enterprise Solutions (ITES) and General Services Administration Millennia contractors. The USACE MEO then sol icited technical and cost information from those determined capable of performing all required work. As a result of this evaluation, the USACE MEO selected Lockheed Martin as its subcontractor to develop the MEO Agency Tender. After selection of Lockheed Martin, an Agency Tender was developed with the USACE MEO at Lockheeds own expense. The USACE MEO now intends to award a sole source contract on the basis of RFP W912HZ-06-R-0001 under FAR 6.302-1. The work to be performed under this contract consists of fixed price services for IMIT Administration and Management, Automation Services and Systems Support, Communications Services and Systems Support, and Information Assurance Services and Support. There is also an Indefinite Delivery Indefinite Quantity portion of this contract for Records Management Services and Support, Printing and Publications Services and Support, and Visual Information Services and Support, as well as a cost reimbursable portion of the contract related to the transition from the cu rrent operation to the proposed operation. These services are required nationwide. The USACE MEO is unaware of any other contractor that can be prepared by December 12, 2005 (the Agencys current published performance decision date) to provide the required services to perform this work. Any firm expressing interest will be required to d evelop a Scope of Work (SOW) with the USACE MEO addressing that portion of the Department of Defense (DoD) Public-Private Competition of Information Management (IM) Information Technology (IT), Performance Work Statement (PWS) provided at https://ebs.nab.u sace.army.mil/Solicitations/W912DR-05-R-0001/Am_0009/ConformedPWS.pdf for all work not being performed by the USACE MEO. All costs associated with development of this SOW will be at the expense of the contractor. Interested firms must be ready to provi de the required services to perform the work by December 12, 2005. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and submit technical information and a technical capability statement in r esponse to this notice. The technical information and technical capability statement must address the following: a. Have capabilities to do enterprise-wide work as described in the PWS discussed above, in all of the following areas: IM/IT Administra tion and Management; Automation Services and Systems Support; Communications Services and Systems Support; Information Assurance Services and Support; Records Management Services and Support; Printing and Publications Services and Support; Visu al Information Services and Support. b. Be able to validate those capabilities. c. Develop a plan that integrates government incumbents with personnel from your organization as well as your processes, proprietary processes, software, and solutions to optimally meet the requirements of the PWS by December 12, 2005, and conform to the existing Agency Tender. Responses to this notice are required to be submitted by November 10, 2005. The contractor must execute a non-disclosure agreement prior to initiation of detailed discussions with the USACE MEO in which it agrees to prot ect MEO information from unauthorized use or disclosure. The statement must include a statement as to whether the contractor submitted a proposal, or helped in the preparation of a proposal, under the Department of Defense (DoD) Public-Private Competition of Information Management (IM) Information Technology (IT), and if so, include its plan to ensure that personnel will be firewalled from participating on both actions. Interested firms are advised that there may be organizational conflict of interest iss ues which may impact a contractors ability to participate on the procurement. The USACE MEO will consider responses. Responses without a return address, mailing address, and company telephone number will not be recognized. No phone calls will be accept ed. Proprietary data in the responses will be protected where so designated. There is no commitment by the Government to issue a solicitation, make an award, or to be responsible for any monies expended by any interested parties before award of a contract for the effort mentioned above. Information provided herein is subject to ch ange and in no way binds the Government to solicit for or award a contract. The Government will not pay for any information provided and no basis for claims against the Government shall arise as a result of this synopsis. NOTE: Contractors must be regis tered in the Central Contractor Registration (CCR) database to be eligible for contract award or payment from any DOD activity. A determination not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government.
