- The contractor shall provide all plant, labor, tools, parts, equipment, transportation and incidentals needed for developing a visitor site (kiosk and interpretive panels) at Cokeville Meadows National Wildlife Refuge (NWR), near Cokeville, Wyoming. The new visitor site will be a large pullout and parking area located off of highway 30. The site will include three interpretive panels for a new kiosk. The site will include three interpretive panels for a new kiosk and three stand-alone interpretative panels that will be placed at the overlook sites. The kiosk will include one 6'x3' interpretive panel and two 3'x4' interpretive panels. The 6'x3' panel will be placed in the center of the kiosk, with the 3'x4' panels being placed on each side of the center panel. The panel that will be placed at each overlook site will be 2'x3'. These three panels shall be mounted using a surface mount, low profile hope-well mounting system or an approved equal. A Request for Quotations (RFQ) will be issued on/or about November 9, 2005, with a closing date on or about November 22, 2005. The RFQ will be available through the Government wide Point of Entry (GPE) (http://www.fedbizopps.gov). Parties accessing the RFQ through the GPE shall submit their quote through the GPE. Please note that drawings and specifications will also be posted with the RFQ as a PDF file and will be available for download from the GPE. Parties that are unable to access the GPE, shall fax a request for the RFQ package to (303) 236-4791, attention: Mr. Derek C. Reed, Contracting Officer. The NAICS Code for this acquisition is 541310 and the Small Business Size Standard is $4M. Please include the RFQ number, your company name, address, telephone number, point of contact name, and fax number. This acquisition is open to both large and small business. All responsible sources may submit an offer which will be considered. Effective October 1, 2003, all contractors must be registered on the Central Contractor Registration (CCR) website as an active vendor in order to be eligible for award. Please be sure your firm is registered. The website is: www.ccr.gov. The type of acquisition itself will be a Best Value Type where the Government will make purchase order award by considering an offerors past performance. The Government reserves the right to make purchase order award to other than the low priced quoter.
