- The original synopsis for this solicitation was published on 07/07/03 for the purpose of procuring on other than full and open competition, Contractor Engineering Technical Services (CETS) and Contractor Engineering Maintenance Services (CMS) from McDonnell Dougles Corporation, a wholly-owned subsidiary of the Boeing Company, P.O. Box 516, St. Louis, MO 63166 to support the significant upgrades and modifications which improve mission capability in support of the F/A-18 and AV-8B aircraft and associated equipment. The Naval Air Warfare Center Weapons Division, Point Mugu, CA 93042 plans to amend the current solicitation to procure, on other than full and open competition, Contractor CETS and CMS from the Boeing Company, Aerospace Support, 8120 Mid America Blvd., Ste 300, Oklahoma City, OK 73135-6613 in support of the requirements stated in the original synopsis. Additionally, the Naval Air Warfare Center Weapons Division plans to amend the current solicitation to include CETS in support of the following Air Force equipment/systems: Software & Air Launch Cruise Missiles; APG Flight-line on KC-135 aircraft; Hydraulics on KC-135 Aircraft; KC-135; Fuel System on the KC-135; F-15 A-E Model Aircraft and Avionics Integrated Systems; F-15 Avionics/APG Systems; F-15 APG (Airframe & Aircraft Systems); and F-15 Series Avionics Equipment, Automatic Intermediate Test Stations and Support Equipment. The object of CETS is to evaluate the technical skills and abilities of military personnel responsible for operation and maintenance of the identified equipment to the level of self-sufficiency. This requirement is for CETS to provide various Air Force fleet and shore activities with an estimated 336 man-months of effort for the purpose of informing, instructing and training personnel in the installation, operation and maintenance of the aforementioned equipment. In order to perform these services, access to the technical database for the identified equipment in its current configuration is essential. Boeing is the the only source with access to the database in its current configuration and possesses the technical support capbility and familiarity with the systems to perform in accordance with the Statement of Work and to develop technical solutions to problems not readily resolved in the field. Boeing, including the wholly-owned subsidiary, McDonnell Douglas, designed, developed and manufactured the identified equipment and is the only source available with the requisite technical data and specific technical knowledge. The period of performance will be 15 December 2005 through 14 December 2006 with one, twelve-month option period. Any resultant contract will contain the clause FAR 42.217-8, Option to Extend Services.
