- THIS MODIFICATION CHANGES THE DOCUMENT TYPE FROM A PRE-SOLICITATION TO A SOURCES SOUGHT NOTICE ? IQ PAVING, NAVAL STATION, GREAT LAKES, ILLINOIS. This notice is not a Request for Proposal (RFP); it is a market research tool to determine the availability of sources prior to issuing the Request for Proposal (RFP). This announcement is for information and planning purposes only and is not to be construed as a commitment by the Navy, implied or otherwise to issue a solicitation or ultimately award a contract. If issued, the solicitation will utilize source selection procedures, which require offerors to submit technical, experience, past performance and price for evaluation by the Government. The Government will not pay for any effort expended in responding to this notice. The intent of this notice is to identify potential U.S. Small Business Administration (SBA) certified 8(a) concerns serviced by the SBA?s Illinois District Office or 8(a)s with a bona fide place of business within the Illinois District Office geographical area who are capable and interested in providing indefinite quantity (IQ) Paving Services at the Naval Station Great Lakes, Illinois. The NAICS Code for this proposed procurement is 237310 and the size standard is $28.5 million. The period of performance for this requirement will be for a base year and possible four option years. The estimated magnitude of this contract is $11,000,000 to 14,000,000. The maximum yearly amount shall not exceed $3,000,000 per year. The successful offeror to any forthcoming solicitation shall provide all required labor, material and equipment and supervision for asphalt and concrete pavement construction and repair such as paving, patching, surface treatment, earthwork, landscaping, curb and gutter and drainage structures and pipes on a five (5) day a week consisting of eight and a half (8-?)-hour workdays for the Naval Station Great Lakes, in Illinois. STATEMENT OF CAPABILITIES (SOC) REQUIREMENTS: Your SOC shall include the following: (1) Full name and address of the firm. (2) Year firm was established. (3) Names of two principals to contact (including title, telephone and fax numbers). (4) Provide proof of 8(a) Certification. (5) If responding as an 8(a), provide the name and phone number of your SBA Business Development Specialist. (6) Be registered in the Department of Defense Central Contractor Registration (CCR) database. (7) Statement of eligibility as a 8(a) under NAICS Code 237310, with an average annual gross revenue of not more than $28.5 million for the last three complete fiscal years. (8) Contractors shall provide past performance documentation that demonstrates your experience and ability to self-perform paving services. Contractors shall provide a minimum of five (5) previous projects similar in size, scope and complexity to this procurement that have been completed within the last five (5) years. (9) Include resumes and experience of prime contractor?s key personnel and experience in providing paving services to a large workforce. (10) Must provide verifiable proof of your bonding capability up to $3 million a year. (11) Provide references, which will demonstrate the quality of work, previously performed and the relative capability of the firm to effectively self-perform the work requirements of a contract similar to the one proposed. The following information (Government or Commercial) shall be provided for each of your references: (a) Contract Number and Project Title; (b) Name of contracting activity; (c) Administrative contract officer?s name, current telephone number; (d) Contracting officer?s technical representative or primary point of contact name and current telephone number; (e) Contract type (e.g. firm fixed price, sot plus, requirement or combination); (f) Period of performance (start and completion dates); (g) Basic contract award and final contract value; (h) Summary of contract work; (i) Dollar value of work that was self-performed. NOTE: Provide information on any proposed teaming arrangements. Any joint ventures with 8(a) members will have to comply with CFR Title 13, Section 124.513. SUBMITTAL PREQUIREMENTS: The SOC must be complete and sufficiently detailed to allow the Navy to determine the firm?s qualifications to perform the defined work. The SOC shall be in a three-ring binder with a Table of Contents in a 3-ring binder with each section tabbed.
