Description
?This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.eps.gov and the Navy Electronic Commerce on Line (NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitation to the Internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the NSWC Division Crane.? This requirement is for MK 79 MOD 0 Illumination Signal Kit (NSN: 1370-01-230-3974) in accordance with Automated Data List (ADL) 53711-6136004 Revision G, Statement of Work and associated drawings to be provided with the solicitation package. The Government requires a quantity of 90 signals and 35 flare cup assemblies (MK 80 MOD 2) and 200 projectors (MK 31 MOD 0) each First Articles and 2,240 each (minimum) and 120,000 each (maximum) of Illumination Signal Kits over a 5-year ordering period. The First Article quantity is due 90 days after contract award. The first Lot Acceptance Testing (LAT) sample submission is due 120 days after approval of First Article Testing (FAT) with follow-on LAT sample submissions due 60 days after notification of previous LAT results. Additional delivery orders, first LAT sample submission due 90 days after delivery order with follow-on LAT sample submission due 60 days after notification of previous LAT results. The Government requires 60 days for FAT results and 45 days for LAT. A pre-award safety and security survey will be required prior to award of the contract to ensure contractors comply with the requirements of DFAR 252.223-7002 and 252.223-7003. To be eligible for award contractors must be registered in the Central Contractor Registry (CCR). The solicitation document contains information that has been designated as ?Militarily Critical Technical Data?. Only businesses that have completed DD Form 2345, and are certified under the Joint Certification Program, are authorized to receive the package. This acquisition will not be restricted. All sources will be considered. Inspection and acceptance shall be at destination. Delivery is required F.O.B. Destination. The Government intends to award to the responsible contractor whose offer is the best value to the Government considering past performance and price related factors. The solicitation will be available on or about 15 November 2005 at the following address: http://www.crane.navy.mil/supply/homepage.htm. ?No hard copies of the solicitation will be mailed?.
