Description
Fleet & Industrial Supply Center, Norfolk Naval Shipyard Maritime Industrial Branch, Hampton Roads Division proposes to issue a Request for Quotation (RFQ) for the solicitation and award of an indefinite delivery/requirements type contract for a base period of 12 months with (3) three 12-month options for the brokerage, transportation and treatment of mixed-waste materials, and the transportation and disposal of residual wastes. The requirement will be solicited and awarded under the regulations set forth in FAR Part 13.5, Test Program for Certain Commercial Items. The waste materials are expected to have both a hazardous component (defined under the Resource Conservation and Recovery Act (RCRA) - Code of Federal Regulations (CFR) Title 40 Part 260 through 270) and a radioactive component (i.e. source, special nuclear, or by-product material subject to the Atomic Energy Act of 1954). In addition, some waste material may contain State-only wastes, asbestos, and/or Toxic Substances Control Act (TSCA) regulated polychlorinated biphenyls (PCBs). The waste materials to be treated, and disposed will be generated at various Naval Nuclear Propulsion Program (NNPP) sites such as (but not limited to) Norfolk Naval Shipyard, Portsmouth, VA; Nuclear regional Maintenance Department Norfolk, Norfolk, VA; Portsmouth Naval Shipyard, Kittery, ME; Puget Sound Naval Shipyard & Intermediate Maintenance Facility, Bremerton, WA; Nuclear Regional Maintenance Department Bangor, Bangor, WA; Pearl Harbor Naval Shipyard and Intermediate Maintenance Facility, Pearl Harbor, HI; Nuclear Regional Maintenance Department, Pearl Harbor, HI; Northrop-Grumman Newport News Shipbuilding & Drydock, Newport News, VA; Electric Boat Shipyard, New London, CT; Naval Reactors Facility Idaho, Idaho Falls, ID; Knolls Atomic Power Laboratory Knolls Site, Nishkayuna, NY; Knolls Atomic Power Laboratory Kesselring Site, West Milton, NY; Bettis Atomic Power Laboratory, West Mifflin, PA; Depot Maintenance Facility North Island, Coronado, CA; Nuclear Regional Maintenance Department Point Loma, San Diego CA; Nuclear Regional Maintenance Department New London, New London, CT; Trident Refit Facility Kings Bay, Kings Bay, GA; Moored Training Ship, Charleston, SC; and Nuclear Power Training Unit, Charleston, SC. The contractor’s performance shall be in accordance with rules and regulations promulgated by, the Nuclear Regulatory Commission (NRC), the Environmental Protection Agency (EPA), the Department of Transportation (DOT), and all applicable State and Local requirements. The Contractor shall, at his own expense, comply with these rules and regulations for handling, transporting, storing, processing and disposing of radioactive waste materials and shall be liable and responsible to the extent allowed by applicable laws and regulations for non-compliance. NAICS Code 562219 applies with a size standard of $10.5 Million. Anticipated issue date is 21 October 2005 with a closing date of 21 November 2005.
