Description
The National Institutes of Health is conducting a Markey survey to determine the availability and potential technical capability of small, small disadvantaged and large businesses to provide the requirement as outlined below. The NIH Clinical Center?s Patient Recruitment and Public Liaison Office is interested in purchasing a firms existing web based patient protocol matching, screening and referral system, have it reside on the vendor?s server and maintained and updated by the contractor. The system shall be flexible, scalable and intuitive. The system shall be password protected and create user accounts. The system shall collect user demographic data and screening responses. The system shall permit interaction between the prospective patient and the PRPL, Protocol Contact or Principal Investigator. For example, the PRPL may also use the system to automatically send an email to the Principal Investigator or study coordinator requesting the status of referred candidates. The system shall generate list servs based on the selection of one or more variables, e.g. age, diagnosis, location, gender that will permit outbound emails to individual registrants. The system shall have automated prompts. The system shall have print functions that will enable the user to print out study information, and the Clinical Center staff to print out referral information and reports. The system shall have the ability to automatically track the referred candidates so that upon log in, a protocol contact is presented with the names of all outstanding referrals. The system shall generate standard reports on a protocol or summary level based on a date range and selection of specific variables, such as protocol number(s) or diagnosis. The period of performance shall be for a basic contract period of twelve months, with options to renew for four additional twelve month periods. During this period, the vendor shall be required to maintain and update the system information. Your response to this market survey shall include a description of your system and evidence of the systems ability to meet the requirements outlined above. This capability statement must also state business size, annual receipts (average gross revenue) for the last three fiscal years, and if the firm has been approved as a small business by the Small Business Administration under the applicable NAICS Code 541519. Capable firms should provide two copies of a capability statement to the attention of Christopher Belt at the above address or email within fifteen days from the date of this notice.
