Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This requirement is for the design and development of the next generation of the Medial Analysis Tool (MAT), transforming MAT Version 2.x from a static planning tool to a dynamic planning tool that can be used in all phases of military operations. This to ol is to become Global Combat Support System (GCCS) based so Combatant Command (COCOM) Surgeons and their Service components can dynamically interact with force-flow deployment and sustainment in all phases of the deliberate and crisis planning process. MA T is the only Joint Staff approved automated tool with two overarching principal functions: (1) determination of medical support requirements and (2) course of action (COA) analysis. These functions provide planners and decision-makers the tool for allocat ing critical medical resources. This PWS encompasses the initial phase of a multi-year effort that will markedly expand the planning capability into all types of environments the military forces may face. Proposals are being requested for this Firm-Fixed Price Award Fee acquisition. The Defense Contracting Command-Washington DCC-W, in support of Assistant Secretary of Defense for Health Affairs (ASD(HA), Joint Medical Information Systems Office (JMISO), Theater Medical Information Program  Joint (TMIP-J) Program Office. This RFP is a Small Business Set-Aside. Teaming Arrangem ents are encouraged. The NAICS code is 541512. A Firm-Fixed Price Award Fee, single award is intended. The Period of Performance for the base year is 12 months, with 4 Option periods, each for 12 months. All inquiries must be in writing via email to sharon .osborne@hqda.army.mil.
