- FIRE REHABILITATION AERIAL SEEDING GENERAL: The area to be seeded is located within the Grand Canyon/Parashant National Monument on the Arizona Strip in Mohave County Arizona. Aerial seeding of the area needs to start within 15 days of notification of contract being issued and be completed within 15 days of the start date unless prevented by weather. Applying seed by aircraft to approximately 34,846 acres of Public Land at the rate of approximately 9.18 pounds/acre and 60 seeds/sq.ft. The Bureau of Land Management (BLM) will deliver premixed seed to the Imlay airstrip in semi trailers. The seed will be in 40 to 60 pound sacks totaling 324,740 pounds. (see attached map) BLM will unload the trailers. Safety hazards: Any ground or aerial hazards that would pose a danger to the contractors, personnel or operation equipment must be identified and mitigated by the Contractor prior to commencing operation. CONTRACTOR FURNISHED ITEMS: Aircraft: a. General: The Contractor shall furnish aircraft to seed the designated areas in the time specified. b. Type: Aircraft used shall be unrestricted, except capable of applying seed at the rate and coverage required. c. Each aircraft should be equipped with a functional GPS unit. d. Seed hoppers: Aircraft shall be equipped with hoppers for carrying seed with a distribution mechanism complete with release, shutoff, and spreading device which can be calibrated for sowing seed at the prescribed rate and uniform pattern. Seed hoppers shall hold a minimum of 800 pounds. e. Special aircraft requirements: Aircraft will be equipped with a functioning two-way radio with Government frequency on board providing communication with BLM personnel on the ground. Pilots: Shall be furnished by the Contractor and shall meet certification requirements of Federal Aviation Regulations for this type of work and be proficient in the use of a GPS unit. Ground crew: Shall be furnished by the Contractor for loading the plane with seed, fueling, and maintenance, etc. All fuel, oil and service required for operation of equipment shall also be furnished by the Contractor. SPECIFIC TASKS: Protection of Seed: Unused seed at the completion of the contract shall be returned to the semi-truck trailer to prevent damage by water or animals. Unused seed will be returned to the semi trailer at the Imlay airstrip. Empty seed sacks shall be saved and returned to the Government by the Contractor. The Contractor at no additional expense to the Government will replace seed damaged or lost while in the custody of the Contractor. Wind conditions: Aerial seeding shall be stopped when the wind is not at a constant velocity or exceeds 10 mph. Flight paths/GPS: GPS shall insure straight and regular paths of flight. Irregular paths of flight will result in immediate stoppage of work. Corrective action shall be taken immediately by the Contractor to insure evenly spaced, straight, and regular flight paths and complete coverage of areas included in the seeding project. Covering: Maps will be furnished by the Government that shows treatment and non-treatment areas. The entire surface within the designated treatment areas of the project shall receive uniform coverage with seed except for non-treatment areas excluded by the Government. Non-treatment areas excluded from seeding operation within the designated boundaries, will not be included in the acreage computed for payment. Tests for Uniformity: The Contracting Officer Representative will make tests to determine uniformity of seed application. Rate of application: The Contractor is required to demonstrate to the government that the application equipment can be calibrated and will evenly distribute the designated seed at the rate specified in the contract. (9.18 pounds of seed per acre and 60 seeds/sq.ft. plus or minus 15%) Flight height: Flights must be at an elevation low enough to obtain proper distribution and uniform coverage of seed. Aircraft shall be operated according to Federal Aviation Administration regulations. Flight strips: Seeding strips shall be patterned and flown to secure a uniform distribution of seed. Such distribution shall not vary more than 15 percent above or below the average distribution of seed per acre.
