Description

The Directorate of Contracting, Fort Bliss, Texas, intends to negotiate a firm-fixed price contract on a sole source basis with Father John Paul,under the authority of FAR 6.302. Interested parties may identify their interest and capability to respon d to the requirements or submit proposals. This notice of intent is not a request for competitive proposals. Interested persons may identify their interest and capability by responding to this requirement by no later than 8 November 2005, 3:00 p.m. MST. Your response must demonstrate your experience and capability of providing the requirements. Please direct your response by E-mail to Carol Mack at mackc@bliss.army.mil or via fax at (915) 568-0836. A determination by the Government not to compete the pro posed contract based upon responses to this notice, is solely within the discretion of the Government and information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This procurement will be 100% small business set aside. The NAICS code for this procurement is 813110 and the annual size standard is $6,000,000. The Government requires the services of a Roman Catholic Priest in support of the William Beaumont Army Medical Center, El Paso, Texas, for a one year period to end 30 September 2006. The contractor shall provide a number of services to include performing Sunday and weekday Masses, sacraments, counseling services, emergency and routine visitations, memorial services, and baptisms. The contractor must be a fully ordained Roman Catholic Priest in good standing with the Roman Catholic Church at large or may be a duly recognized religious order that is able to provide qualified priests to fulfill the contract requirements. The contractor shall maintain DD Form 2088 (Ecclesiatical Endorsing Agent Certification) showing endorsement by the Archdiocese for the Mi iltary Services, Washington, DC, USA and a letter of decree from the Bishop of the Diocese of El Paso, Texas, granting general and specific delegations. The contractor must also have a minimum of two years of experience in hospital ministry. The Governm ent requires verification of these requirements prior to award and anytime a new priest performs services under the contract.
