- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Part 12.6, as supplemented with additional information included in this notice. Solicitation No. DTRT57-06-Q-80012 is issued as a Request for Quotation (RFQ). This document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-06. This procurement is being conducted under FAR Part 13.5, Simplified Acquisition Procedures (SAP). The NAICS Code is 541511 and the small business size standard is no more than $21.0 million dollars. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Government intends to award a Firm Fixed-P rice Purchase Order and to solicit and negotiate on a sole source basis with CORYS T.E.S.S. Inc., to provide Track Builder Tool software for the creation and modification of track and scenery used by CORYS Train Simulator. The Federal Railroad Administration (FRA) transferred its locomotive cab simulator to the Volpe Center in 2001 and tasked the Volpe Center to upgrade it to computer generated imagery with a capability to alter scenery, track and signal configurations at will. The purchase of this software will assist the Volpe Center in creating and modifying the track and scenery used by the simulation system. Proposals shall include pricing for the following items in a written quotation: CLIN 0001 ? Track Builder Tool (1 EA) _________. Solicitation provision FAR 52.212-1, Instruct ion of Offerors- Commercial Items (JAN 2005) is hereby incorporated by reference; the offer must include a copy of the standard commercial warranty per FAR Clause 52.212-1(b)(5), Terms of Any Express Warranty. All Offerors must include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items (MAR 2005) must be submitted with the offer. FAR Clause 52.212-4, Contract Terms and Conditions ? Commercial Items (SEP 2005), is hereby incorporated by reference. FAR Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items (SEP 2005), is hereby incorporated by reference, additional clauses cited in 52.212-5 that apply to this acquisition are: 1,14, and 31. This notice of intent is not a request for competitive proposals. However, responsible interested parties may submit a proposal in which they identify their interest and capability. Offer is due to the U.S. Department of Transportation, Volpe National Transportation Systems Center, Attn: Karen Marino, DTS-853, 55 Broadway, Building 1, Room 1148, Cambridge, MA 02142 no later than 2:00 P.M. EST on November 7, 2005. This proposed action is for services for which the Government intends to solicit and negotiate with only one source under authority in FAR Part 6.302. A determination by the Government not to compete this proposed purchase order based upon responses received to this notice would normally be considered, solely for the purpose of determining whether to conduct a competitive procurement. To be eligible to receiv e an award resulting from this combined synopsis/solicitation, the Offeror must be registered in the Central Contractor Registration (CCR) database at http://www.ccr.gov. NO EXCEPTIONS. The Government will not pay for any information received. ATTENTION: The following notice is for informational purposes for Minority, Women-owned, and Disadvantaged Business Enterprises. The Department of Transportation (DOT), Short-Term Lending Program (STLP) offers working capital financing in the form of lines of credit to finance accounts receivable for transportation related contracts. The maximum line of credit is $750,000 with interest at the prime rate, as published daily in the Wall Street Journal, plus 1.75 percent.
