Description
A MARKET SURVEY is being conducted to determine if there are adequate SBA HUBZONE certified, SBA 8(a) certified or Service Disabled Veteran Owned small business contractors for this proposed project which meet the specific criteria for a competitive set-aside award. The proposed contract will be for construction of a new 65,000 square foot Indoor/Outdoor Firing Range at the U.S. Customs and Border Protection Advanced Training Center, Harpers Ferry, West Virginia. The facility will include two 25 yar d indoor firing ranges, two 25 yard and one 100 yard outdoor firing range, mechanical and electrical rooms, weapons cleaning rooms, weapons storage rooms, classrooms, and instructor and range control offices. Construction features include concrete slab-on -grade, precast concrete wall panels will be used around and inside high roof or firing range portions of the building. Metal building construction with light gage studs will be used for the classroom wing of the building. Indoor and outdoor firing range s will have ballistic steel baffles throughout to contain live fire ammunition within the range with bullet traps behind the firing line. This facility will have a smart building infrastructure that provides maximum flexibility and control. Work will i nclude installation of an advanced DDC Range Control Panel for targets, lighting and safeties; an intrusion detection and access control system, CCTV, PA and required building information system. All mechanical systems shall be controlled and monitored by integration with an existing DDC system. Interior construction includes gypsum board and CMU partitions, casework, toilet partitions and accessories, interior and exterior lighting, HVAC and plumbing systems, communications, electrical work, and wet and dry pipe sprinkler system. Exterior construction includes site work, asphalt paving and utilities. This project is planned for advertising in February 2006, with award scheduled in April 2006. Contract duration is 480 days. NAICS Code is 236220. The estimated cost range is between $10,000,000 and $15,000,000. 20% of the work must be self-performed. All interested SBA HUBZONE certified, SBA 8(a) certified or Service Disabled Veteran Owned small business contractors should notify this office in writing by mail, email or fax within 10 calendar days of the posting date of this announcement before 4:00 PM Louisville time. Responses should include: (1) Identification of the company as either a SBA HUBZONE certified, SBA 8(a) certified or Service Disabled Veteran Owned small business, (2) Past Experience  describe completed projects that are similar in siz e and scope to the proposed project with emphasis on precast construction and buildings with high levels of computer control, the percentage of self-performed work, what work was self-performed, and the performance rating for the work, (3) Letter from bond ing agency indicating performance and payment bonds approval for a project in the dollar range listed above, (4) a statement verifying the contractor will self-perform 20% of the work and how it will be accomplished. NOTE: If qualified SBA HUBZONE certified, SBA 8(a) certified or Service Disabled Veteran Owned small business contractors do not respond, this planned action will be an unrestricted competitive procurement. NOTE: This is not a Solicitation Announcement or Request for Proposal, and it does not constitute any commitment by the Government. No award will result from this Market Survey. The purpose is to conduct market research to gain knowledge of potentially qualified sources. Responses to this Sources Sought Notice will be used by the government to make appropriate acquisition decisions. All interested sources must respond to future Solicitation Announcements separately from responses to this Market Survey.
