- This is a combined synopsis/solicitation for commercial item(s) prepared in accordance with FAR12.6, as supplemented with additional information included in this notice. The United States Army Medical Research and Acquisition Activity (USAMRAA), Ft D etrick, is seeking quotes for commercial-off-the-shelf (COTS) Patient Controlled Analgesic (PCA) Devices or Pumps to be used by the Army Medical Department and other services. The solicitation number is W81XWH-06-T-0044. The Army Medical Department require s a patient controlled analgesia (PCA) pump that would allow military wounded to self-administer opioid pain medication (morphine) far forward in the battlefield medical evacuation system and throughout the evacuation chain back to CONUS. The device must be Food and Drug Administration approved, small, lightweight and capable of delivering IV narcotic medication using a patient controlled device. The device must meet military airworthiness and ground evacuation requirements. The pump should also be dispo sable. All minimum essential characteristics or features are identified below. USAMRAA anticipates issuance of a multiple award, Indefinite Delivery, Indefinite Quantity (IDIQ) contract for at least three, possible four COTS PCA devices determined to bes t meet the Governments requirements. Contract term shall be four years consisting of one base year and three one-year option periods. This contract is an interim instrument to provide PCA devices to the Army and other services until the Defense Medical S tandardization Board (DMSB) determines which device shall be standardized in the DoD medical logistics system. Offered products will be evaluated based on Best Value criteria (specified below) and multiple awards will be made based on the recommendations o f the Source Selection Panel. The referenced solicitation is issued as a Request for Quotation (RFQ). Multiple awards will be made based on those products offered, evaluated and accepted by the Governments technical evaluation. Contractors may be req uested to provide at least one of their PCA pumps for technical evaluation. Estimated usage by the Army Medical Department of the PCA devices/pumps is approximately 300 devices per month and the devices are currently being used for 50 to 60% of casualties returning from Iraq and Afghanistan during transit from field medical facilities and stateside hospitals. Delivery points shall be FOB Destination to United States Army Medical Material Agency (USAMMA), 1423 Sultan Drive, Ft. Detrick, MD 21702 and the Un ited States Army Medical Material Center-Europe (USAMMCE), APO Germany. The minimum essential characteristics or features of the PCA Devices/Pumps are as follows: (1) must meet Food and Drug Administration (FDA) approval for medical devices; (2) must b e smaller than 6IN X 6IN X 2.5IN; (3) must weigh less than 2 lbs; (4) must be easily transportable; (5) must deliver IV narcotic medication using a patient control device; (6) must be capable of delivering continuous infusion; (7) must be battery operated on COTS batteries with battery life greater than 8 hours contained in the 6x6x2.5 design; (8) must meet air worthiness certification and meet ground evacuation requirements (devices offered that have not been air worthiness tested will undergo testing by t he Army before device may be accepted); (9) must be capable of operation and storage in humidity levels of 0% - 90%; (10) must be capable of operation in 32?F ?7.2 ?F thru 140?F and be stored in temperatures from -40? thru 140?F; (11) must be capable of w ithstanding long term storage in a facility that is not environmentally controlled. The storage configuration and packaging will provide the capability for periodic inspection, preventive maintenance, and corrective maintenance; (12) must be capable of be ing removed from long-term storage, and fully operational within 10 minutes; (13) must operate in its intended electromagnetic environment without causing suf fering due to any unacceptable performance degradation due to Electromagnetic Interference (EMI) to or from other equipment in the same environment. Offers will be evaluated in accordance with FAR 52.212-2 EvaluationCommercial Items and the Government w ill award a contract(s) resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will represent the best value and most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (1) Technical Capabilities meets the minimum essential characteristics and features, (2) Past Performance and (3) Price. Technical and Past Performance, when combined are twice as important when compared to price. In addition to 52.212-2 the Solicitation document incorporated Provisions and Clauses that in effect through Federal Acquisition Circular (FAC) 2005-06. The government reserves the right to make award on the initial quote received without discussions. The Government will consider a ll quotes or offers received by 15 November 2005.
