Description
THIS IS A SOURCES SOUGHT NOTICE. THERE IS NO SOLICITATION AVAILABLE AT THIS TIME, DO NOT SUBMIT A REQUEST FOR SOLICITATION. The U.S. Government Broadcasting Board of Governors (BBG), International Broadcasting Bureau (IBB), Office of Contracts (M/CON) is conducting a market survey to determine the existence of sources who have available leased time on Direct TV Satellite, Latin America that is not transmitted to the United States. The Government contemplates awarding a firm fixed price (FFP) contract with a Base Year and four (4) renewable yearly options that are subject to the availability of funding. The results of this market survey will be used to determine which sources will be included in a competitive acquisition. The Government is interested in sources that have leased time available on Direct TV Satellite, Latin America that is not transmitted to the United States and have the capability to provide the following: 1. Time on the Direct TV Satellite, Latin America feed, for the broadcast of Office of Cuba Broadcasting (OCB) produced TV Marti programs consisting of news and discussion programs, 2. Have one or more hours per day during the following timeframe: Monday through Sunday; 7 AM thru 12 Midnight EDT Eastern Daylight Savings Time (EDST)for the period October 1, 2005 through September 30, 2006. (Hours can be offered during the same time period Monday through Friday, or Saturday and Sunday), 3. Provide a budgetary estimate on the cost per hour per day, specifying the hours and days being offered. 4. Must have the capability to downlink the TV Marti signal from the Hispasat 1C KU-Band satellite or alternatively from the IBB C-Band satellite distribution system (NSS-806), 5. Provide OCB with monthly reports detailing hours of TV Marti programming broadcast and countries in which the broadcasts were received. This market survey is for informational and planning purposes and does not constitute a request for proposal and is not considered a commitment by the Government. The Government does not intend to award a contract on the basis of this notification or otherwise pay for information or inquiry. The Government may limit follow-on procurement actions to firms that provide responsive submissions to this notice. Interested sources shall submit a comprehensive written "Capabilities Statement" that provides, at the minimum, the following: Evidence of specific examples of the firm?s successful PAST PERFORMANCE with a minimum of three (3) years of experience in providing satellite transmissions in Latin America. To be considered in this market survey a written "Capabilities Statement" shall be submitted to the Contracting Officer at Broadcasting Board of Governors, Office of Contracts (M/CON), Switzer Building, Room 2529, 330 "C" Street, SW, Washington, DC 20237 by 2:00 p.m. Eastern Savings Time (EDST), November 15, 2005. Submittals may be sent via facsimile or courier. No telephone responses are acceptable. If determined to be in the best interest of the Government, interested and qualified sources responding to this sources sought notice may be requested to provide follow-up information. Firms who respond to this notice will be notified on whether their written "Capabilities Statement," as verified by the IBB is responsive to this notice. This notice is not a RFP, IFB, or RFQ.
