- This synopsis is being issued as Intent to Award on a sole source basis to Bloomberg Financial Markets, 499 Park Avenue, New York, NY 10022-1440 for a interactive commercially available financial information system for the SEC Headquarters and regional and district offices. This service shall include a continuous data feed delivering real-time and delayed current and historical U.S. and international information. The services will be used for financial market analysis to monitor the results of market volatility with emphasis on the surveillance of U.S. securities markets and international trading of U.S. securities to support both monitoring and litigation programs. The services will also be used for review of investment company portfolio holdings and securities recommended or purchased by investment advisors for clients. The contractor shall provide a range of financial information including domestic and international information. Required data shall include the following: last-sale price, net-change, bid and size, ask and size, open, high, low, volume, and last-sale time. The service shall include news, analytics, research, and pricing for the following market sectors: corporate, mortgage, money market, municipal, preferred, equity, commodities, indices, currencies, and derivatives. Information shall include company data, issue/issuer, and historical prices/yields from the date of the company?s inception to the present, along with ten years of fundamentals and earnings data. The service shall also include an indexed business news archive from 1992 to present, along with an historical archive of leading economic indicators, including consumer price index, producer price index, and information related to inventories. Leading news wire services for domestic and international news stories on business, commodities, and financial issues, including Bloomberg Business News and other leading news wire services, which provide the full text of stories and articles shall be included. The service shall provide access to domestic and international exchanges. The system shall provide the capability to access real-time and historical market data analytical programs. The system shall have adjustable (vertical and horizontal) display and analytical capabilities such as bar charts, point and figure charts, moving average charts, and multiple graphs displayed simultaneously. The service shall provide the information electronically to 39 leased Bloomberg dual, flat-panel terminals and 5 SEC-owned portable computers via 4 T1 lines to the SEC Headquarters in Washington, D.C. and 1 T1 line to the operation in Richmond, VA. To the extent feasible, all information shall be received on a real-time basis to dedicated terminals and portables. In addition, the system shall provide the capability to print a hard copy of all data and news stories. The vendor shall be responsible for maintenance of all leased Bloomberg terminals. This is in accordance with FAR Part 12, Commercial Acquisition Procedures and Subpart 13.5 ? Test Program for Certain Commercial Items. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within five days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The period of performance shall be for the period of twelve months. Award is anticipated to be in December 2005. Accordingly the SEC intends to solicit and negotiate with only one source, Bloomberg Financial Markets.
