Description
The proposed contract action is to establish a Requirements Contract for the repair of the Left Hand Fan Cowling, Right Hand Fan Cowling, and the Inlet Fan Cowling. This proposed contract action is for supplies and services for which the Government intends to solicit under Full and Open Competitive procedures. The contract period will be for a one (1) year (Basic), and four (4), one year options. Interested parties may identify their interest and capability to respond to the requirement in accordance with, AFMCFAR 5352.215-9004 ALT 1 modified, as shown below. However, all proposals received after forty-five (45) days of publication of this synopsis will not be considered by the Government. All responsible sources in accordance with AFMCFAR 5352.215-9004 ALT 1 modified, may submit a proposal, which will be considered by the agency. Repair Item Descriptions: Item 0001: Left Hand Fan Cowling, NSN: 1560-01-148-4262FL, P/N 65C18604-507/607 Best Estimated Qty (BEQ): Basic 3 each with 4 option years totaling 41 each BEQ. Item 0002: Right Hand Fan Cowling, NSN: 1560-01-148-4263FL, P/N 65C18604-604/646, Qty Basic 8 each, with 4 option years totaling 28 each BEQ. Item 0003: Inlet Cowling, NSN: 1560-01-149-6602FL, P/N 65C18554-772, Basic 3 each with 4 option years totaling 25 each BEQ. Item 0004: Data associated with Items 0001-0003, Application for all Items: KC-135R Aircraft. Delivery: 45 Days After Receipt of Repairable (ARR) for each Contract Line Item Number (CLIN), Issue Date: 1Jun 2005, Estimated Solicitation Release: 16 Jun 2005, Closing 30 Days after release. Estimated Award Date: 15 Sep 2005. Destination: Tinker Air Force Base, OK 73145-3020 NOTE: An Ombudsman has been appointed to address concerns from offerors or potential offerors during the proposal development phase of this acquisition. The Ombudsman does not diminish the authority of the program director or contracting officer, but communicates contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman shall maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process. Interested parties are invited to call Ombudsman at (405) 736-3273. AFMCFAR 5352.215-9004 ALT 1 modified; EVALUATION OF PROPOSALS SUBMITTED WHEN QUALIFICATION REQUIREMENTS DO NOT EXIST (AFMC) (JUL 1997) (a) Either a complete and adequate data package is not available to be provided as a part of this solicitation, or special materials, facilities, tooling, or test equipment which may be required for performance are not available from the Government. Offers from firms not previously identified as sources for this requirement will only be considered when it can be determined prior to award that the item or services being offered will meet the Government's requirements. (b) Offers from firms other than those previously identified and listed below must submit with their proposal the following (as applicable): (1) Evidence of capability (i.e., technical information, FAA certification, purchase information, purchase orders or contracts on the following items: 65C18604-507/607, and 65C18604-608/646, 65C18554-772, (a) Proof that you have previously provided, or are currently providing, the same or similar item to DoD or to an OEM. This can be a list of present or past Government contract numbers, with award dates, and Material Inspection and Receiving Report (DD Form 250). (2) Facilities description. (3) Support and test equipment availability. (a) Brochures describing your company's capabilities, with a facilities list showing plant equipment, machinery, special tooling, and fixtures, for the manufacture/overhaul of the above three items. (4) Description of your Quality Program (a) Identification of your subvendors and processes they will perform.
