- NASA/ARC plans to issue a Request for Proposal (RFP)for Demolition of a 14' Wind Tunnel at NASAAmes Research Center, Moffett Field, CA. The work will consist of the following: Provide all materials and labor to perform partial demolition of the 14 Foot Wind Tunnel as outlined below, all in accordance with the subject plans and specifications. This is a complex steel structure with mechanical and electrical equipment and a massive concrete ?motor hose? structure. It was originally built in 1939 and extensively modified in 1950/52. Proposals are to be based on contract documents, the available historical drawings, and site investigations and measurements. The structure is located at the Ames Research Center, Mountain View, California. Base Item: Demolition of the tunnel structure from the east face of the test chamber (TC), ring 189, to ring 256 inclusive. This includes all the metal structure over the motor house, N218D. Demolition of the equipment, electrical and mechanical, in the motor house structure. Electrical isolation of the equipment in N218D and the LRE structure. This work will be performed in N218A and other manholes outside the buildings to be demolished. Permanent closure wall at the test section (TC), ring 189, and temporary closure wall at other end of tunnel work. If Option 1 is not awarded, at grade doors, closures and second level handrails and outside stairs are to remain. Option 1: Demolition of the motor house structure, N218D, to grade. Option 2: Demolition of the Liquid Rheostat Enclosure (LRE) building, to grade, including adjacent piping and mechanical equipment. Option 3: Demolition of the tunnel structure from rings 257 to 277 with temporary closure wall at ring 277 instead of a closure wall at ring 256. All work in this solicitation entails strict compliance with safety and environmental considerations. A preliminary work plan defining methods and procedures will be required as part of the contract proposal. A detailed work/safety plan addressing all methods of construction will be required prior to on site work. The order of magnitude for the procurement is between $1,000,000 and $5,000,000. Projected construction contract duration is eight months if the base bid only is awarded and 11 months if Options 1 or Option 3 is awarded. No added time for option 2, option 2 can be accomplished within either time frame for contract duration. Actual completion time will begin from the time the Notice to Proceed is issued. This procurement is advertised as full and open competition under the Small Business Competitiveness Demonstration Program. The NAICS Code and small business size standard for this procurement are 238910 and $12,000,000, respectively. The anticipated release date of the RFP is on or about November 28, 2005 with an anticipated offer closing date of on or about January 12, 2006. The firm date for receipt of proposals will be stated in the Request for Proposal.
