Description

The U.S. Agency for International Development (USAID) intends to issue a request for proposal (RFP) in anticipation of award of a contract(s) to acquire male latex condoms. USAID has a basic requirement for 100,002,000 (One hundred million two thousand) Natural Rubber Latex Male Condoms for delivery prior to December 31, 2006. This solicitation will also include two options for purchasing additional quantities prior to December 31, 2008. Products supplied under this RFP are for developing countries for use in family planning programs supported by USAID, HIV/AIDS prevention programs supported by USAID, and in a full range of service delivery programs: public sector, non-governmental, community based and private. The authorized source/origin code for this acquisition is 935 (any area or country excluding the foreign policy restricted countries.) There are five criteria included in the RFP that an offeror must meet in order to be considered technically acceptable: (1) the offeror must be able to commit to the supply requirements, (2) the condoms must meet the required specifications as listed in the RFP, (3) the condoms must be manufactured in an ISO 9000 approved facility, (4) the condoms must have a USFDA-approved form 510k or substitute affidavit, and (5) the condoms must have a four-year shelf life. The contract (s) is subject to the eligibility limitations on the use of funds and opposition to prostitution and sex trafficking identified in Section 301 (d), (e) and (f) of the United States Leadership Against HIV/AIDS, Tuberculosis, and Malaria Act of 2003. The RFP will be posted on the FEDBIZOPPS web page (www.fedbizopps.gov) not less than fifteen (15) days after this notice is issued. In accordance with FAR 5.102(d), availability of the solicitation is limited to this electronic medium only.
