- This Federal Business Opportunity Announcement is notice the TRICARE Region 6, 7 & 8 which includes 46 Military Treatment Facilities (MTFs) in the states of Arizona, Arkansas, Colorado, Idaho, Kansas, Louisiana, Missouri, Oklahoma, Nebraska, Nevada, New Mexico, North Dakota, Texas, South Dakota, Utah and Wyoming are initiating the standardization process for the product line of Sequential Compression Devices for compression of legs and/or intermittent compression of feet for minimizing venous stasis in bedridden, hospitalized patients. The intent of this standardization is to establish regionally preferred sources for hospital supply items and to standardize purchasing of these products for the MTFs. Additional TRICARE Regions may elect to join aft er the award. Clinical Product Team (CPTs) will evaluate this product line. CPTs are composed of Physicians, Nurses, Medical Technicians, Infection Control Officers and other clinicians who have expertise and knowledge of the products. They will revie w and technically evaluate the products submitted. TRICARE Region 6, 7 & 8 deems the CPT members to be medical experts. Therefore, they are qualified to determine which products are acceptable. Their recommendation can be accomplished by literature revi ew, presentation demonstration or clinical evaluation. Suppliers may be required to provide clinical samples for evaluations at no cost to the government. Vendors interest in having their products evaluated for possible inclusion in the standardization p rocess should carefully review the stated requirements below. GENERAL REQUIREMENTS for this product line include but are not limited to the following: 1. Thigh, knee and foot compression options from one pump 2. Lightweight pump 3. Quiet, vibration-free operation 4. Sturdy bed hanger 5. Audible and Visual alarms for excessive pressure, non-relief of pressure, or deviation from normal 6. Pressure relief mechanism that limits cuff pressure to no more than 300mm Hg 7. Automatic Cycle Time 8. Connecting tubin g not attachable to IV tubing 9. Meets UL Standard 2601 or most current 10. Meets national medical device electrical safety standards ANSI/AMI-ES1 11. Easy to read illuminated digital display 12. A correct alignment indicator shall be included or tubing sh all connect in only one correct manner 13. Latex free connecting tubing 14. Operating instructions included 15. Cleaning instructions included for germicide/disinfectant with the pump 16. Devices should have the following characteristics (a) Complete size line available (b) thigh length, calf length and foot bladders available (c) Comfortable, smooth, fabric-like inner surface next to patients skin (d) Single patient use disposable (e) Hook and loop closures (f) Latex-free (g) Bladders inflate sequentially from distal to proximal on limb (h) Bladders inflate uniformly and circumferentially around the extremity 17. Value added service such as customer support. If your company currently holds a Distribution and Pricing Agreement (DAPA) for the Medical-Surgic al product line of Sequential Compression Devices, your company is eligible to participate in the standardization effort for this region by contacting the Defense Supply Center Philadelphia (DSCP), Mr. John Charalabidis at (215) 737-7124 or e-mail (John.Ch aralabidis@dla.mil) to apply for a DAPA. Your company will be considered once DAPA paperwork is pending at DSCP. After you have notified the POC of your intent to participate, the POC will advise you of the next steps to take. Distribution of these products for the MTFs will be accomplished through Cardinal Health, the DoD Medical-Surgical Prime Vendor for Region 6, 7 & 8. If your company can provide any of these products, please forward literature of all items available from your company that meet the product descriptions a bove and any corresponding product literature no later than 18 November 2005. Those companies that do not reply by this date may be eliminated from consideration. If the CPT recommends a company, the TRBO may request sales data to facilitate a conversion plan.
