- The U.S. Army Medical Research Acquisition Activity intends to acquire services for a fulle time assistant Physical Security Officer at the Armed Forces Institute of Pathology (AFIP). The contract period of performance will be from date of award for a one base period of performance with four one year option periods. This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this n otice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not issued. This is a Request For Proposal (RFP and the solicitation documentation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 9-45. The Contractor shall be responsible for providing a candidate to provide technical and administrative management support of the AFIP Physical Security Program. Skill requirements include (1) Candidat e shall have knowledge of a wide range of security concepts, principles, and practices to review, analyze, and resolve complex security problems involving overlapping and conflicting requirements; provide assistance in fulfilling agreements with other orga nizations and agencies or security resources and responsibility sharing; interpret new policy issuances for application in a variety of environments and locations; and plan and recommend the institution of multi-layered security systems which may involve p ersonnel access controls, physical protection devices, monitoring equipment, security forces, remote alarm equipment, and other security measures. Candidate will use knowledge of security program in coordinating the objectives and plans of special access programs and industrial security programs in conjunction with external activities supporting the Command; and make accommodations in study or survey recommendations to allow for differing program requirements. (2) Candidate must have an in-depth knowledge of state-of-the-art security equipment and devices in planning and implementing protective methods and security procedures that will successfully function in unusual medical research and development environments. The candidate must consider and apply seve ral alternatives according to the security requirements for highly specific situations, availability of materials, relationships with other protective programs, and cost benefit considerations. Knowledge must include fencing variations; a variety of alarm and detection devices for doors, windows, vaults, and gates; shielding for cables carrying Automated Data Processing (ADP) communications, and other electronic impulses that might be translatable or make a facility vulnerable to penetration; personnel con trol systems such as various visual and electronic badging systems; and other approaches that are designed for or applied to protecting personnel, equipment, facilities, information, processes, or signals. (3) In-depth knowledge of pertinent regulations, d irectives, policies and precedents related to physical security of government property and facilities. The experience and ability to interpret and apply federal regulations and guidelines are highly desirable. (4) Demonstrated experience working in the f ield of security/antiterrorism related to the physical protection of government property and facility. (5) Excellent oral and written communication skills. Tasks to be performed include (1) Candidate assists the Chief, Physical Security Division in the d aily operation of the Physical Security Office and in his functions as the Physical Security Officer (PSO); provides technical support and program administration for the Physical Security and Crime Prevention programs for the Institute. Provides analytica l and administrative advice on complex physical security systems and other special security subjects to meet AFIP security requirements in the most effective an d economical manner. (2) Procedures and Guidelines. Reviews policy directives from higher authority (DoD, DA, MEDCOM); develops and prepares implementing procedures and guidelines, prepares memorandums and plans for assigned areas of responsibility to es tablish criteria and procedures for the conduct of inspections and surveys of AFIP. Assists the preparation and publication of general and special physical security instructions (Standard Operating Procedures), and ensures they are kept current at all tim es. Reviews and updates the Institutes Physical Security Plan as required. Guidelines available and regularly used in the work are in the form of agency regulations, policies and implementing directives, manuals, handbooks and locally developed suppleme nts such as building plans, inspection and survey schedules, and detailed work procedures. Independent judgment is used to interpret, adapt, and apply guidelines for the application of security alarm, detection equipment, document control and storage faci lities. Independently resolves gaps in specificity or conflicts in guidelines; analyzes the applicability of guidelines to specific circumstances and proposes regulatory and procedural changes designed to improve effectiveness and efficiency in security c ontrols. (3) Annual Review of Plans, Policies and Procedures. Participates in the conduct of annual reviews policies, procedures, and directives of AFIP through staff and site visits. Reviews inspection and survey reports to ensure that programs on phys ical security, special security programs, and safeguarding of defense information are in compliance with policies, directives, and guidelines provided by higher authority. Candidate assists in determining how existing and new areas will be secured and the types of protective systems to be used. Keeps abreast of state-of-the-art changes in order to improve protective systems. Provides technical advice on physical security matters and makes recommendations to AFIPs PSO on emerging technologies either as c ountermeasure or as a new risk. Reviews new construction projects to ensure that the best possible security is provided and commensurate with security regulations and economic constraints. (4) Assessments and Inspections. Participates in the conduct of annual threat and vulnerability assessments, scheduled or unannounced Physical Security Inspections (PSI) and surveys of activities determined to be mission essential and/or vulnerable to loss resulting from espionage, sabotage, theft, robbery, burglary, and other forms of criminal activity. Reviews previous inspection reports and pertinent regulations; develops and prepares pre and post inspection checklists. Conducts inspections to pinpoint procedural and physical security deficiencies. Prepares corre ctive action when conditions are below minimum standards for adequate physical security, applying physical security policies and regulations with consideration given to economy, costs and substitute protective systems and devices. Prepares written reports of assessments, inspections and surveys to operating officials and makes recommendations for corrective action. Briefs operating officials and reveals finding at conclusion of assessments, inspections and surveys. Follows up on unannounced inspections a nd spot checks to ensure compliance and corrective action on deficiencies are completed. Accompany the PSO and higher-headquarters' survey teams on regulatory assessments, inspections and surveys. Reviews, analyzes and writes requests for physical securi ty and force protection waivers. (5) Program Administration. Provides input, prepares spreadsheets, and submits reports to the PSO in support of AFIP Physical Security mission relative to the AFIP Biosurety Program. (a) Provides administrative management and support to establish a comprehensive Crime Prevention Program for the Institute; providing annual training for staff, conducting periodic crime prevention surveys, publishing periodic reminders designed to raise crime prevention awareness, and reviewing and updating current policies as required. (b) Antiterrorism liaison to Military District Washington and Walter Reed Garrison Installation; reviewing, updat ing and implementing Force Protection/Threat Conditions for the Institute as present conditions dictate. (c) Performs as alternate Badging Custodian for access to Restricted/Limited Areas on the 4th/5th Floors; managing and updating the 5th Floor Access Ro ster as required.Performance Standards: (1) Procedures and Guidelines. Reviews regulations, policies, and directives from higher authority (DoD, DA, MEDCOM) within 30 days of release or update; Develops and prepares guidelines, procedures, policies, and pr otocols of the Physical Security Program within 30 days or prescribed duration; Ensures guidelines, policies and procedures are kept current at all times and timely annual reviews are performed; and Provides input, prepares spreadsheets, and submits report s with 100% accuracy in support of the physical security mission, relative to the AFIP Biosurety Program within 10 working days of receipt. (2) Assessments, Inspections, Surveys and Waivers; Performs scheduled and unannounced threat and vulnerability asses sments, Physical Security Inspections (PSI) and surveys for each activity determined to be mission essential and/or vulnerable to loss. Threat and vulnerability assessments, PSI and surveys must be preformed annually on 100% of all departments, divisions and annexes. Reviews previous inspection reports and pertinent regulations; develops and prepares pre and post inspection checklists annually; Reviews inspection and survey reports within 10 working days of receiving final report to ensure compliance with MEDCOM or higher authority; Accurate written reports of assessments, inspections and surveys to operating officials and makes recommendations for corrective actions within 30 days of final report; Reviews, analyzes and writes requests for physical securit y and force protection waivers for approval as required; and (3) Meets assigned projects/reports suspense/due dates 98% of the time. PERFORMANCE LOCATION. Armed Forces Institute of Pathology, Walter Reed Medical Center, Washington, DC 20306. PERFORMANCE HOURS. Normal hours of work shall be Monday-Friday, 40 hours per week. Candidate may be subject to be stand-by and/or on-call duty; night and weekend duty including holidays; and irregular tours of duty. Some travel may be required.Contract Line Items (C LINS): Base Year 0001 All personnel costs anticipated for that period and other direct costs; Option I 0002 All personnel costs anticipated for that period and other direct costs; Option II 0003 All personnel costs anticipated for that period and other direct costs; Option III 0004 All personnel costs anticipated for that period and other direct costs and Option IV 0005 all personnel costs anticipated for that period and other direct costs. Offerors must accept Government Credit for payment. This is not a set-aside for small businesses. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous, representing the best value to the Government price and other factors considered. The following factors will be used to evaluate offers: (1) Personnel qualification and experience of same or similar work; (2) Past Performance and Experience with similar contracts of this magnitude; (3) technical capabiliti es; vendor must demonstrate a proven track record of recruiting and retaining personnel in the same or substanitially similar discipline required under this SOW; (4) Management approach: vendor must demonstrate an understanding of the missions, technical r equirements. Each offeror must (1) submit an offer, (2) submit a technical proposal that addresses the evaluation criteria . To evaluation evaluation crite ria #2 vendor must identify all federal, state local or private contracts for which the offeror has performed work similar to the SOW in this solicitation. Include contracts within the last two years, including POCs and telephone numbers. This list is du e on the established receipt date of proposals.
