NAICS Code: 541990 The National Risk Management Research Laboratory of the Office of Research and Development (ORD), Water Supply and Water Resources Division (WSWRD) of the U.S. Environmental Protection Agency (EPA) is seeking an individual at least 18 years of age who is a recent graduate of an accredited Bachelor or Master of Science degree program in public health, science or engineering (within the last two years) or current PhD candidate (in good standing enrolled in a PhD program, not necessarily carrying a full course load, but pursuing a PhD degree at a recognized educational institution) to provide personal services under a contractual agreement to examine the lead content of drinking water in non-residential buildings and the effect of plumbing changes on lead levels in the water. The Mid-Atlantic regional office of the U.S. Environmental Protection Agency, headquartered in Philadelphia (Region III), is responsible for programs in Delaware, Maryland, Pennsylvania, Virginia, West Virginia and the District of Columbia. For several years, Region III has been collecting data and investigating lead levels in schools and buildings in Philadelphia. ORD is interested in the qualitative development, analysis, and documentation of this data, so ORD can assess, determine risk, and issue appropriate guidance for regulatory development. The graduate contractor shall perform data organization, data presentation, and statistical evaluation of the data gathered by Region III, to include, development of a quality assurance project plan and the analysis of field data collected at schools and other locations. The graduate contractor shall maintain careful and accurate records to fully document any statistical findings supported by the data. All records and data generated under this order shall become the property of the Environmental Protection Agency. The Government will make contract award based on all other factors other than price (graduate contractors'/recent graduates' knowledge and skills, academic and work experience -- training and course work as it relates to the services described in the Announcement) being significantly more important than price. Personal interviews may be conducted with the most promising candidates. This work is anticipated to begin on or about January 2, 2006, for a period of twenty four (24) weeks, but not more than eight (8) months through August 31, 2006, approximating 30 - 40 hours per week, dependent upon the graduate's academic commitments, for a total not to exceed 960 hours. The principal duty station location is EPA Region III: Mid Atlantic Region, 1650 Arch St., Philadelphia, PA, 19103. U.S. citizens are eligible to participate in this program. Non-U.S. citizens may be eligible to participate, depending on their immigration status and the applicable regulations of the Bureau of Citizenship and Immigration Service (BCIS,) formerly known as the Immigration and Naturalization Service. Recent graduates who are EPA ORD employees, or the spouse or child of an EPA ORD employee, are not eligible to participate. The hourly rate of pay is commensurate with the level of education and experience, as follows: $17.60 per hour for BA/BS degree and 1 year of grad school; $21.53 per hour for an MS graduate, $26.05 per hour for current PhD candidate; and $31.21 for a post-doctoral candidate.
