Description
The USCG Engineering Logistics Center has a requirement for: Ice Trials Planning for Measurement of Ice Properties of USCGC Mackinaw. It is anticipated that a non-competitive sole source purchase order will be issued for this study to Oceanic Consulting Corp. St. John?s, Newfoundland unless additional sources are located. All responsible and responsive sources are invited to express their interest and ABILITY to provide the above-described service via fax or e-mail to Mr. Orofino no later than November 14, 2005. It is the Government's belief that only Oceanic Consulting Corp. can provide this support. Concerns having the expertise and required capabilities to furnish the above service are invited to submit complete information discussing the same in duplicate within 5 days of this announcement. However, potential sources other than Oceanic Consulting Corp. desiring to furnish services are required to submit the following information: Data that the offered service has been satisfactorily provided to the government. This data must include sufficient information to allow the Coast Guard to evaluate the proposal relative to the above requirements. Concerns that respond to this notice must fully demonstrate the capability to accomplish the above and are to supply pertinent information in sufficient detail to demonstrate a bona fide capability to meet the requirements. All responsive and responsible sources may submit a quote, which will be considered by this agency. The justifications for other than full and open competition for this purchase are as follows: a. The organization selected to perform this work, Oceanic Consulting Corporation in St. John?s, Newfoundland, has highly specialized expertise and experience in the measurement of ice properties in support of icebreaker testing in ice. Hence, Oceanic Consulting Corp. is able to provide highly specialized services in fulfillment of this task from a possibly limited number of sources with these unique capabilities. b. Mr. Craig Kirby of Oceanic Consulting Corp. has been involved with the test planning that has taken place for the ice trials of the new USCGC MACKINAW, and as a result of the Ice Trials Planning Meetings conducted to date, is familiar with the current plans for the instrumentation and testing envisioned for the ice trials. In addition, Mr. Kirby wrote the Ice Properties Measurement Plan based on the previously developed Ice Trials Test Plan and associated Test Memos. Hence, the use of Oceanic Consulting Corp. for this task will preclude substantial duplication of cost to the Government that is not expected to be recovered through competition.
