Description

The Office of Thrift Supervision (OTS) intends to negotiate a sole source contract with Donald G Edwards Consultancy, 8009 Sleepy View Lane, Springfield, VA 22153 for expertise pertaining to the OTS Net Portfolio Value Model. Pursuant to FAR 6.302, the Government intends to solicit and negotiate with only one source for the an overview of the architecture, integrating new pricing routines, identifying and correcting data quality issues in front and back end programs, developing pricing routines for structured assets and liabilities, and porting-relating projects. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This notice of intent is not a request for competitive proposals. However, Responsible firms may submit a written response to this notice inclusive of information regarding the deliverables provided to clients. The Government will consider all proposals received by 2:00 P.M., November 9, 2005. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The period of performance for this purchase order is date of award through September 30, 2006. All questions must be submitted via email to elaine.logan@ots.treas.gov by 2:00 P.M. November 7, 2005. ORAL QUESTIONS WILL NOT BE ACCEPTED. Proposals must be submitted to Office of Thrift Supervision, Attn: Elaine Logan, 1700 G Street, N.W., Washington, DC, 20552, or emailed to elaine.logan@ots.treas.gov. Oral proposals will not be accepted. Responses to this synopsis are due in the Procurement Office by 2:00 P.M. EST November 9, 2005 at Office of Thrift Supervision, Attn: Elaine S.
