- Description
- The scope of work includes all labor, supervision, management, tools, materials, equipment, facilities, transportation, incidental engineering, and other items necessary to provide HVAC, Plumbing, Electric, Facility Services, Janitorial, Pest Control, Refuse Collection, Grounds Maintenance, Wastewater, and Steam Distribution. This is a combination Firm Fixed Price/Indefinite Quantity Performance-Based Contract. This procurement is a 100% set aside for 8(a) sources. This procurement will be handled under Source Selection Procedures. This Request for Proposal (RFP) will be for a period of one year. The Government may extend the term of the contract for a period of one to twelve months. This contract will also contain an Award Option Plan, which could result in the possible award of up to five (5) additional option years awarded based on performance. The total duration, including the exercise/award of any options, shall not exceed 10 years. The North American Industry Classification System (NAICS) is 561210, and the size standard is $30,000,000.00. Third Party ordering of Indefinite Delivery/Indefinite Quantity (IDIQ) work using DoD EMALL and Government Purchase Cards (GPCs) will be utilized. Refer to Section H, Special Contact Requirements, Contractors Support of Electronic Facilities Support Contracting (E-FSC), and Section I, Contract Clauses, FAR 52.232-36, Payment by Third Party (MAY 1999). The RFP will be available in electronic format only and will be posted on the electronic solicitation (E-Sol) website on or about May 16, 2005. Estimated proposal due date shall be at least 30 days after the RFP is posted on the E-Sol website. The site address is: http://esol.navfac.navy.mil. Notifications of any updates or amendments to the solicitation will be posted on the website only. Contractors are encouraged to register for the solicitation when downloading from the NAVFAC E-Sol website. Only registered contractors will be notified by e-mail when amendments to the solicitation are issued. IT IS THE SOLE RESPONSIBILITY OF THE OFFEROR TO CONTINUALLY VIEW THE WEBSITE FOR CHANGES.
