Description
This is a pre-solicitation notice. The U.S. Department of Labor (DOL), Office of the Chief Financial Officer (OCFO) anticipates the award of a combined Fixed Priced and Time and Material, Labor Hour type contract. This acquisition is full and open competition and the North American Industry Classification System (NAICS) code is 518210 with a small business size standard of $21.0 million. The OCFO of the Department of Labor would like to contract for the long-term operation of its new financial management system. The ASP contractor (Contractor) would provide all labor, supervision, tools, materials (including manuals and schematics), parts, equipment, infrastructure and transportation necessary to host, manage, support, operate, maintain and enhance the Department of Labor's Oracle U.S. Federal Financials, Release 11i a FSIO certified commercial off-the-shelf (COTS) application. Support and systems operation must be 24x7/365 days a year. Operating system will be Solaris 10 or a Contractor suggested equivalent. Applications will consist of an Oracle Federal Financials 11i solution capable of supporting up to 300 users. Contractor must provide six additional similar duplicate environments for development and production ultimately supporting approximately 2,000 concurrent users. The selected application service provider must support the Financial Management Line of Business (FMLOB) task force initiative and potentially, as a result of that initiative, additional users and instances in the future. The contract periods for the service will consist of a 12-month base period and four 12 month option periods. The solicitation will be available on or about November 15, 2005 and will be distributed solely through the General Services Administrations Federal Business Opportunities website at www.fedbizopps.gov. All future information concerning this acquisition, including solicitation amendments, will be distributed solely through this website. Interested parties are responsible for monitoring this site to ensure you have the most up-to-date information about this acquisition. Hard copies of the solicitation will not be available. The website provides all downloading instructions to obtain a copy of the solicitation. All contractors doing business with the Federal Government shall be registered in the Central Contractor Registration (CCR) database. The website for registration is www.ccr.gov. All qualified vendors, including small businesses and Centers of Excellence (CoE), are invited to participate.
