Description
This is an unrestricted combined synopsis/solicitation for commercial services in accordance with FAR Part 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only notice of this Request fo r Quotation (RFQ) and a written solicitation will not be issued. This procurement is SUBJECT TO THE AVAILABILITY OF FUNDS. This combined solicitations/synopsis reference number is W911SE-06-T-0005. The associated NAICS code is 531110 with a standard size of $6M. Offerors must propose a fixed rate for fifteen (15) one bedroom and one bath furnished apartments. The apartments must be available for occupancy by 23 Noveber 2005 for a 12-month period from 23 November 2005 to 24 November 2006. Option periods will be from 24 November 2006 to 20 October 2008 in 90-day increments. The facility shall be located south of I-285 and along the I-75S corridor between exits 238 to 224. Apartment size shall be between 700 to 900 Square feet. Gated entry an d exit is preferred. All units will be located on the same complex. Request offerors price out one-bedroom apartments during specified time frame. Each fully furnished apartment must be equipped with the following amenities and utilities: Common area furniture includes: 1 sofa, 1 easy chair, 1 coffee table, 1 end table, 1 lamp, 1 dining table/4 chairs, 1 19 TV and stand, 1 desk/chair. Bedroom furniture includes: 1 queen mattress, box spring, frame/headboard, 1dresser/mirror, 1 4-drawer chest , 1 nig htstand, 1 lamp. House wares for bedroom include: 2 flat sheets, 2 fitted sheets, 4 pillowcases, 1 mattress pad, 1 blanket-dlx, 1 bedspread, 2 std pillows, 12 hangers, 1 clock/radio, 1 iron, 1 ironing board. House wares for bathroom includes: 1 shower curtain, 1 liner, 1 set of 12 hooks, 1 bath rug, 4 bath size towels, 4 hand towels, 4 washcloths, 1 wastebasket. House wares for kitchen includes: 4 cups, 4 saucers, 4 dinner plates, 4 salad plates, 4 soup bowls, 4 teaspoons, 4 soupspoons, 4 knifes, 4 for ks, 4 salad forks, 4 rock glasses, 4 ice tea glasses, 1 salt/pepper set, 2 ashtrays, 1 colander, 1 cutlery tray, 1 waste basket-lg, 2 dishtowels, 2 dishcloths, 2 potholders, 1 coffee maker, 1 toaster, 1 pitcher, 2 mixing bowls, 1 small pan, 1 small lid, 1 med. Pan, 1 med. Lid, 1 lg pan, 1 lg lid, 1 fry pan, 1 non-stick fry pan, 1 phone, 1 plastic measure cup set, 1 plastic measure spoon set, 1 spatula, 1 slotted spoon, 1 serving spoon, 1 bottle opener, 1 veg. Peeler, 1 grater, 1 ladle, 1 carving knife, 1 pa ring knife, 1 can opener-manual, 1 utility knife, 1 microwave, 1 vacuum, 1 broom, 1 dust pan. All units will include: Electricity, Basic phone, Basic cable, Water/Sewage, Furnishings including linen wares and house wares. *Furnishings including linen wa res and house wares will be replaced, as needed, to ensure safety, security, and sanitation standards are met. *All units will have basic phone only. The apartment complex will notify phone company that the intended leased apartments phone lines will have no long distance access (with out calling card) and will not have any addition options (i.e.; call waiting, caller ID). *All units will have basic cable only. The apartment complex will notify the cable company to block any pay-per-view or package upgrad es on intended leased apartments unless tenant pre-pays with credit card. * All utility charges shall be included in rent cost. Utility charges shall be an average. Government will pay average. The apartment complex shall have on site management with spe cified office hours as well as a 24-hour emergency maintenance. Government will not be made to sign a lease. Offerors are encouraged to clearly identify any additional services/amenities offered in addition to the minimum requirements listed above. Offerors shall provide as a response to the solicitation: (1) Price schedule to include all amenities offered; (2) Proposed layout of the facility and room design; (3) A list of at least three references; (4) CAGE Code; (5) Completed FAR Clause 52.212-3, Offerors Representations and Certifications - Commercial Items. Award will be by Purchase Order and payment will be made monthly by Electronic Funds Tra nsfer (EFT) or Government Credit Card so all offerors must be registered with the Central Contractor Registered (CCR) at www.ccr.gov to be eligible for award. The following clauses and provisions are incorporated and will remain in full force in any re sultant award; FAR 52.212-1, Instructions to Offerors-Commercial Items, applies to this solicitation; FAR 52.212-2 Evaluation Commercial Items is applicable to the solicitation and blanks in (a) are completed as follows: past performance, price, amenities, condition of facilities, and proximity to Forts McPherson and Gillem will be the factors used in the evaluation process for this purchase. Past performance, amenities, facilities condition and proximity are more important evaluation factors than price alone. FAR 52.212-3, Offeror Representations and Certifications-Commercial Items, applies to this solicitation. The contractor shall return a completed copy of this provision with its quotation; FAR 52.212-4 Contract Terms and Condition-Commercial Item s, applies to this solicitation. Paragraph (i) of FAR 52.212-4 is added to read: Payment will be made on a monthly basis. FAR 52.212-5 Contract Terms and Conditions required to Implement Statutes or Execute Orders; Commercial Item, applies to this ac quisition. The following FAR clauses identified at paragraph b of FAR 52.212-5 is considered checked and is applicable to this acquisition: (1), (2), (7), (16), (17), (18), (19), (20), (31), (33) and (c)(1). Far 52.252-2, 52.204-7, 252.204-7004 and 252.212-7001 Clauses are incorporated by Reference. All offerors are subject to a facility inspection prior to contract award. The Government reserves the right not to award to the lowest price. Offerors who are not registered in the CCR are ineli gible for the award.
