- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Seed should be used from the 500 foot elevation band. II. Most of the seed to be sown under this contract is currently stored at Silvaseed Company, Roy, Washington under Fort Lewis seed storage. The specific seedlots and quantity of seed to be sown under this contract for years 2009 and 2010 will be determin ed prior to sowing. The seed to be sown under this contract for 2008 is indicated below: Species/Zone Lot # DF 212-05 R95083 WH 422-20 R97032 WRC 231-05 R95137 WWP All available seed 2. Conifer seed shall be provided by the Government and stored by the Contractor at no additional charge until the time of sowing. 3. Any req uests to adjust the seedling specifications or other terms of the contract shall be submitted to Fort Lewis Stand Development Forester. Requests should be made in writing before they will be considered. Seedlings to be grown shall meet the established specifications and acceptable quality standards of the Forest Nursery Industry. The Government shall not accept any poor quality seedlings. This includes (but is not limited to) the following descripti ons: cull seedlings, discolored seedlings, dead or dying seedlings, forked top seedlings, moldy seedlings, damaged or deformed seedlings. Root lengths shall be trimmed no shorter than 9 inches (23 cm). The Government will examine the seedlings for quality as they are planted. Any unacceptable seedlings found at the time of planting will be pulled from the bags and will not be used. The Government will not pay for seedlings unplanted because of poor quality. 5. Seedlings shall be bagged, legibly labeled and properly sealed, according to Forest Nursery Industry standards with the actual seedling count clearly marked on the bag. Any odd quantity lots shall be flagged and clearly labeled. The labeling informatio n shall include the following information: species, seed zone and elevation, seedling type, quantity of trees in the bag, lot number and lift + pack date. Seedling roots shall be moist. 6. Nursery facilities and lifting operations shall meet the standards of the Forest Nursery Industry. 7. Seedlings shall be lifted from the nursery beds no earlier than 01 December and be made available for pick up by 01 February of each years outplant season. Seedlings shall be dormant when lifted and packed. In case of inclement weather or unfavorable harvesting/lifting conditions, the seedlings shall be lifted and prepared for pick up, as soon as weather allows, and the Stand Development Forester shall be notified of the delay and the revised date of availability. The preceding dates specified may be subject to change with the approval of the Stand Development Forester. 8. The seedlings shall be stored at Contractors expense in a refrigerated area of proper temperature and humidity for optimum seedling protection from the time of bagging to time of pick up. 9. Seedlings shall be picked up by the Government at the Contractors location. The pick up times and dates will be coordinated through Public Works, ENRD, Forestry, ATTN: Nancy Benson, Stand Development Forester, PH: (253) 966-6474; FAX: (253) 967-9937; e-mail address: nancy.benson@lewis.army.mil 10. A copy of any invoice shall be sent to Dept of the Army, Public Works, ENRD, Forestry, ATTN: Nancy Benson, MS-17 Box 339500, Fort Lewis, WA 98433-9500 in addition to other specified addresses in the contract. FAXED information will also be accepted. 11. Variation in quantity of the number of delivered trees by species or seed lot may be increased or decreased by 15%. 12. Specific seed lots may be identified for testing or retesting to estimate germination potential following standard paired testing procedures. III. Payment Schedule: Payment will be based on the following schedule: 50% will be paid when tree seedlings are transplanted from the containers into the ground for their second year of growth 50% will be paid after seedlings are delivered to the Government The North American Industry Classification System (NAICS) Code is 115310, which is matched to SIC code 0851.
