- INTRODUCTION. The Department of Navy (DoN) Competitive Sourcing Acquisition Center of Excellence (CSACOE) is conducting market research for the Commander, Navy Installations Command (CNI) as part of a commercial activities streamlined competition and in accordance with OMB Circular A-76 and Federal Acquisition Regulation (FAR) Part 10. Market research is being conducted to determine potential commercial sources and estimated cost of providing Initial Security and Law Enforcement training to Navy Auxiliary Security Forces (ASF) as described below. Firms are requested to participate by completing the attached survey and forwarding the response to the POC identified below NOT LATER THAN DECEMBER 2, 2005. Participation is voluntary; respondents will not be paid for participation. Please note that costs estimates associated with travel to support installation training are intentionally not requested by this survey. Small business sources will be considered in this research. A contract will not result from this market research, but a separate solicitation for the services described herein may be issued in the future. The result of the Navy?s evaluation of competitively sourcing the ASF training requirements described herein may result in a solicitation for a Firm-Fixed Price, Indefinite Quantity/Indefinite Delivery (FFP/IDIQ) service contract, to include a one-year base period and four one-year options. The method of conducting market research for this requirement includes this survey and other such means as informal Internet searches, telephone interviews, and discussions with potential commercial sources and industry experts. This questionnaire has been specifically designed to focus on the scope of this research. A separate questionnaire form will be used to record market information obtained from each commercial source included in the research. Note: This is to advise any commercial source providing information as part of this market research process that your information will not be used later as part of the evaluation process should you choose to submit a proposal in response to any solicitation that may result in the future.
