Description
This is a Design/Bid/Build Source Selection Best Value solicitation to provide the construction of two V-22 Repair Facilities projects, including demolition, site preparation, earthwork, pavements, utilities and all incidental related work. A brief summary of the two projects is as follows: a. Project P-985, V-22 Gearbox Repair and Test Facilities: 1) Includes a high-bay Jet Engine Disassembly/Compressed Air Facility (Building "A"), which is intended to replace existing Buildings 421 and 4057 on a new site along Taylor Drive. This facility accommodates jet engine disassembly currently housed in Building 421 and permits relocation of two air compressors currently housed in Building 4057. The new facility shall be constructed next to existing Shelter 4466. Prior to construction, the existing Shelter 4528 shall be demolished; and an existing truck scale shall be disassembled and stored off-site, with its foundation to be demolished. 2) Includes a high-bay Hydraulic Testing Facility Addition (Building "B") to be constructed on the southwest side of Building 133 off of Taylor Drive. This facility will house hydraulic testing equipment for aircraft components. Incidental work includes relocating existing exterior ground support equipment. 3) Includes the primary facility (Building "C") to accommodate repair and testing of gearboxes for the V-22 Osprey aircraft. The Gearbox Repair and Test Facility shall be constructed at the southeast end of existing Building 133 next to Harrison Drive on a site currently occupied by existing Buildings 421 and 4057; these shall be demolished prior to new construction. 4) Incidental work to this project includes the demolition of an abandoned, demountable F-402 jet engine test cell, reconstruction of two above-ground storage tanks for JP-5 fuel and Varsol in a consolidated berm, earthwork, paving removal and repair, relocation of existing underground utilities/monitoring wells, and provision of new utilities. Coordination will be required with the MCAS Cherry Point Environmental Affairs Department in the installation of a remediation system. Also included as an option is the reconstruction of a Low-Level Radioactive Waste (LLRW) shelter at a remote site on east side of Runway 5R. b. Project P-986, V-22 Prop Rotor Blade Repair Facility: 1) Includes the primary facility (Building "D") to be built to accommodate repair prop rotor blades for the V-22 Osprey aircraft. This facility shall be constructed at the north end of Building 137 on a site currently occupied by existing Buildings 134 and 424, both of which shall be demolished prior to new construction (134 under this contract; 424 under a separate contract). 2) Includes a Hazardous Waste Storage Facility (Building "E"), which is intended to replace existing Building 134, on a new site along Cunningham Boulevard. This facility accommodates storage of supplies used in handling hazardous waste. 3) Incidental work includes earthwork, paving removal and repair, security fencing, relocation of existing underground utilities, monitoring wells and provision of new utilities. The contractor shall provide all labor, supervision, engineering, materials, equipment, tools, parts, supplies, and transportation to perform all of the services described in the plans and specifications. The approximate Solicitation Release Date is 23 November 2005. This solicitation is available in electronic format only. All documents will be in the Adobe Acrobat PDF file format via the Internet.
