- Description
- The United States Department of Agriculture (USDA), Food Safety and Inspection Service (FSIS), plans to issue a Request For Quote (RFQ No. FSIS-2-B-06) for expert legal advisory consultation services related to labor relations and Federal labor law. The purpose of this requirement is for a contractor to provide expert consulting services in Federal Human Resources and Labor Relations on Federal sector law, current case law, interpretation and application of case law to a variety of situations, including new term conditions with the Union, implementation of Human Resource (HR) Reform Initiatives, and unit representation cases based on the statutory exclusion of national security using current case precedent and exploring new case law development promoting the application of the national security exclusion to positions involved in safeguarding the food supply in today?s environment. Offerors are required to submit a technical and price proposal for evaluation by the Government. It is anticipated that a labor hour type contract will be awarded with a ceiling amount of $50,000. The period of performance will not exceed 24 months. Award will be made to the offeror who submits the proposal considered most advantageous to the Government considering price and technical evaluation factors. All qualified responsible sources may submit an offer which shall be considered by the agency. This procurement will be conducted using full and open competition procedures. The applicable North American Industry Classification Systems (NAICS) code is 541612, Human Resources and Executive Search Consulting Services, and the small business size standard is $6 million in average annual receipts. The offers must conform to the RFQ instructions and be received by the closing date and time specified on the RFQ. The anticipated release date of the RFQ is on or about November 8, 2005, with an anticipated offer due date of on or about November 21, 2005. The firm date and time for receipt of offers will be stated in the RFQ. Any questions concerning the RFQ must be submitted in writing not later than November 15, 2005 by 3:00pm Eastern Standard time.
