- This is a re-synopsis for NHLBI-PS-ORS-05-090. The solicitation has been revised to extend the closing date and is being reopened. The new closing date is 3:00 p.m., EST on November 22, 2005. Offerors who have previously submitted proposals are not required to resubmit their proposals but must acknowledge receipt of amendment number two (2) prior to the hour and date specified in the solicitation or as amended, by one of the following methods: (a) by requesting a copy of the amendment and completing items 8 and 15, and returning one (1) copy of the amendment; (b) by acknowledging receipt of the amendment on each copy of the offer submitted; or (c) by separate letter or telegram which includes a reference to the solicitation and amendment numbers. Failure of your acknowledgment to be received at the place designated for receipt of offers prior to the hour and date specified may result in rejection of your offer. If by virtue of the amendment you desire to change an offer already submitted, such change may be made by telegram or letter, provided each telegram or letter makes reference to the solicitation and the amendment, and is received prior to the opening hour and date specified. The National Institutes of Health (NIH), Division of Veterinary Resources (DVR), Office of Research Services (ORS), Animal Procurement Service (APS), seeks readily available sources of barrier reared and maintained rabbits, rats, mice, hamsters, gerbils, and guinea pigs. The overall objective of this acquisition is to maintain uninterrupted support of the research animal needs of NIH intramural investigators, maintain compliance with various federal, state, local laws and NIH regulations affecting the use of laboratory animals, assure the authorized placement of individual animal orders, provide monitoring and oversight of the genetic quality and health status of research animals introduced into the NIH animal facilities. Successful offerors shall furnish the following: various strains and stocks of barrier reared and maintained rats, mice, hamsters, gerbils, guinea pigs and rabbits which meet specific species, strain, health status, sex, age, weight, and/or pregnancy requirements, blood, tissues, organs and other biological specimens, surgical and technical procedures to include embryo cryopreservation and rederivation, quarantine services, shipping crates and containers. All contractors shall have a minimum of 5 years experience providing laboratory animals to biomedical research facilities and be accredited by the Association for the Assessment and Accreditation of Laboratory Animal Care, International (AAALAC) for regulated species under this contract. The contractor shall be registered with the USDA Animal and Plant Health Inspection Service (APHIS), if proposing to provide regulated species. The Contractor shall be regularly engaged in the breeding, raising, and shipping of the animals described. The animals, tissues, organs, and blood or serum supplied under this contract shall be maintained and collected in the Contractor?s facilities. The Contractor shall operate any and all proposed facilities for services related to rederivation of animal models for the elimination of the vertical and horizontal transfer of pathogens, parasites and other undesired organisms, and the cryopreservation of mouse and/or rat embryos. The requirement includes presentations by the Contractor?s professional and technical staff of an overview of their products, services, animal health surveillance program and technical capabilities to the Government Animal Program Directors and Clinical Veterinary Staff (either in person at the NIH or via video teleconference, at the Government?s preference). This Contractor presentation shall be required, at minimum, one time within the first year of performance and every third year thereafter. Contractors shall have established health surveillance and disease control programs developed, administered, and directed by a veterinarian who is board certified or eligible for certification by the American College of Laboratory Animal Medicine (ACLAM). Further information regarding the requirement is discussed in detail in the Statement of Work (SOW). The intended procurement will be classified under North American Industry Classification System (NAICS) code 112990, All Other Animal Production, with a size standard of $0.75M. The Government anticipates that there will be multiple Indefinite Delivery, Indefinite Quantity (IDIQ) contracts awarded for this requirement. A five year period of performance is anticipated. The planned release date of the amended solicitation document is on or about November 8, 2005, with a revised due date of November 22, 2005. The planned contract award date is January 20, 2006.
