- A market survey is being conducted to determine if there are adequate Hubzone Business Competitive Set-Asides for the following proposed contract: Construct a 300-member Army Reserve Center (ARC) in Erie, PA, an Organizational Maintenance Shop (OMS) and an unheated storage building. The buildings will be permanent construction with reinforced concrete foundation, concrete floor slabs, structural stee l frame, masonry veneer exterior walls, standing seam metal roofing, and mechanical and electrical systems. The training building and maintenance facility will be designed for maximum energy efficiency. Supporting facilities will include paving, fencing, washrack with an oil/water separator, site improvements and extension of utilities to service the project. Force protection (physical security) measures will be incorporated into design including maximum feasible standoff distance from roads, parking area s, and vehicle unloading areas. Berms, heavy landscaping, and bollards will be used to prevent access when standoff distances cannot be maintained. Air conditioning: 404 kw/115 tons. This is a design bid build project; there is a possibility of using ti lt up construction instead of vertical construction, therefore contractor should have experience in tilt up construction. Planned for advertisement 24 May 2006 with an award of 25 August 2006. Contract duration is 540 days. NAICS Code is 236220. Size Standard is $28.50. Estimated cost range between $5,000,000.00 and $10,000,000.00. Fifteen percent (15%) of the work is t o be self performed by the HubZone Prime Contractor. All interested Hubzone businesses should notify this office my mail or fax by 22 November 2005, 4:00 pm local time. Responses should include: Identification of company as a Hubzone; Past Experience d escribing experience similar in size and scope to the proposed project; percent of self performed work and how it was accomplished; Capability of obtaining performance and payment bonds for project in the dollar amounts listed above and a statement verifyi ng the HubZone prime contractor will self-perform 15% of the work and how it will be accomplished. If qualified Hubzone contractors do not respond, this will be converted to full and open competition.
