Description
THIS SOLICITATION WILL BE RELEASED VIA THE INTERNET. This will be the only method for distributing solicitation documents and amendments. THIS SOLICITATION WILL BE AVAILABLE FOR VIEWING AND DOWNLOADING AT THE FOLLOWING WEBSITE: www.esol.navfac.navy.mil The official planholders list will be maintained and can be printed on the website only. Amendments will be posted to the website for viewing and downloading. IT IS THE OFFEROR?S RESPONSIBILITY TO PERIODICALLY CHECK THE WEBSITE FOR AMENDMENTS. ALL PROSPECTIVE OFFERORS AND PLAN ROOMS ARE STRONGLY ENCOURAGED TO REGISTER ON THE WEBSITE. All contractual and technical questions shall be submitted to Carrie Grimard via facsimile at 812-854-3800 or e-mail at carrie.grimard@navy.mil Solicitation documents will only be available electronically at the following website: www.esol.navfac.navy.mil. Provide necessary labor, transportation, materials, supplies, equipment, and supervision to replace two existing 300 HP compressors, existing 3,000 cfm air dryer, and an air receiver built in 1952 in Building 107 at the Naval Support Activity, Crane, Indiana. The replacement shall include all structural, mechanical, and electrical demolition to remove and dispose of two compressors, one air dryer, and one air receiver. In addition, remove and dispose of major equipment items listed, remove and dispose of all associated components including but not limited to raised pad foundations, anchors, control air piping, lubrication piping, supply and intake piping, valves and supports, electrical power feed conduit, cable and supports, and electrical controls conduit, cable and supports. The replacement shall include providing and installing two (2) new air-cooled, electrically driven rotary screw compressors, two new externally heated purge air dryers, one 48 inch x 12 foot air receiver, and one oil separator. The installation shall include all structural, mechanical, and electrical work including but not limited to raised pad foundations, floor patches, anchors, control air piping, lubrication piping, supply piping, valves and supports, cooling air ductwork, intake louvers, electrical power feed conduit, cable and supports to all major and associated equipment, and electrical controls conduit, cable and supports. All work shall be completed without interrupting compressed air supply or electrical service to the existing facilities in operation throughout the entire construction period. This shall be accomplished by temporary electrically driven air compressor and air dryer to provide a minimum of 1,350 acfm at 125 psig and ?40 degrees F. dewpoint. The air shall be supplied through a permanent supply line connected to the building main air supply header. This will be a lump sum contract, awarded on a fixed-price basis. The Government will award a contract resulting from this solicitation whose offer conforming to the solicitation will be the most advantageous to the Government, price and other factors considered. The following technical factors will be used to evaluate the offers: past performance, performance narrative, management ability, or other factors as stated in the solicitation documents. These technical factors when combined are equal in value to the price. Offerors are required to submit both price and technical information. NAICS Code is 238220 ? Plumbing, Heating, and Air-Conditioning Contractors with a size standard of $12.0 million. This solicitation will be issued as an unrestricted procurement. Estimated cost range is $250,000.00 to $500,000.00. Solicitation documents will only be available electronically at the following website: www.esol.navfac.navy.mil. Release date is tentatively scheduled for Friday, November 18, 2005 with proposals due no earlier than 30 days after the actual release date.
