Description
Amendment 04, dated 11/09/2005, is hereby issued to incorporate the following information: A) The following questions have been submitted by potential offeror(s). The Government's response to the submitted questions are for informational purposes only. Question 1) Who is the incumbent provider? Answer 1) AT&T is the incumbent local exchange carrier at locations 1 through 6. X/O as a subcontractor to Ascend Technologies Inc. is the incumbent local exchange carrier at locations 7 and 8. Question 2) Is the current incumbent provider eligible to participate in this bid (GST0306R0001)? Answer 2) This procurement, under NAICS 517110, is being processed as a full and open competition. All eligible contractors are encouraged to submit proposals. Question 3) There are numerous other Government agencies at most of the 5 distinct addresses; will other Government agencies be permitted to be added to this contract once it is awarded? If so, why not consider making this an IDIQ contract for Pittsburgh Area? Answer 3) GSA is the subscriber of local exchange services at the 8 locations in this combined synopsis/solicitation. The primary intent of this combined synopsis/solicitation is to place existing local ISDN-PRI services under a new contract. If after award, there are additional ISDN-PRI services, these services shall be incorporated through the negotiation of a contract modification, with pricing no higher than the contract pricing for the current locations. See paragraph (v) of the Combined Synopsis/Solicitation. Question 4) What are the time periods to respond to routine, priority or emergency services? And what are the standards? Answer 4) Offeror's are required to provide services that are at least equal to that provided to the Offeror's commercial customers. See paragraph (v) of the Combined Synopsis/Solicitation. Question 5) What are the requirements for diversity into each of the 5 distinct locations? (plus 001 Liberty Ave. across the street from Federal building at 1000 Liberty Ave.) Answer 5) There are no diversity requirements in this solicitation. Question 6) What is the current contract end date for Buildings 7 & 8 (Federal Energy Tech Ctr. 626 Cochrans Mill Rd, Job Corps Ctr 7175 Highland Dr)? Answer 6) The period of performance for the current contract vehicle that provides services at locations 7 & 8 expires on 3/08/2006. This contract vehicle contains three (3) twelve-month options which could be exercised to extend the period of performance through 3/08/2009. Question 7) Will the GSA consider using VoIP services instead of Local Exchange Services for Solicitation # GST0306R0001? Answer 7) VoIP services are not being procured under this requirement. Question 8) As it relates to the 3 options discussed in Attachments 2 & 3, i.e. per minute, per call or flat rate pricing for local calling, which option is the incumbent provider using? Answer 8) Local calls from locations 1 through 6 are currently billed on a per call basis. Local calls from locations 7 & 8 are billed on a per minute basis. Question 9) Will bidders be able to communicate with the PBX contractors during the bidding process? If so, where can I get contact information for the PBX contractors? Answer 9) All questions, comments, and concerns related to this procurement shall be directed solely to the GSA Contracting Officer, James B. VanAllan at the email address or phone number contained in the Combined Synopsis/Solicitation. No communication shall be directed to the PBX contractors.
