Description
IMPLEMENTATION OF MODIFICATIONS TO PASIR PANJANG TERMINAL, CITOS SYSTEM, DE-AD52-06NA27284. This is a notice of intent to award a sole-source contract and is not a request for proposals. The National Nuclear Security Administration (NNSA) intends awarding a sole-source contract to PSA Corporation, Ltd. for modification of an existing terminal management system at the Pasir Panjang Terminal in Singapore by November 25, 2005. In accordance with the simplified acquisition procedures authorized in FAR Part 13.5, NNSA intends to award a ten-month contract, to PSA Corporation, Ltd. for software modifications to allow the existing Computer Integrated Terminal Management System (CITOS) to interface with a Radiation Detection Initiative (RDI) System for the detection of illegal transport of nuclear and other related material at Pasir Panjang Terminal at the Port of Singapore, Singapore, in support of the NNSA???s Second Line of Defense Program. PSA Corporation, Ltd. is the terminal operator at the Pasir Panjang Terminal (PPT) and hence, is the only known eligible source for this effort. The North American Industry Classification System Code (NAICS) is 541511 and the business size standard is $21 M as defined in FAR 19.101. Firms who want to challenge the sole-source nature of this acquisition must submit an interest letter that demonstrates the firm???s ability to provide the service described above. Interested parties must provide a Statement of Capabilities and related rationale as to why they should be considered. All Statements of Capability must include company name, mailing address, and company size. Information submitted in the Statement of Capability should be pertinent and specific in the technical area under consideration, on each of the following qualifications: (1) Experience: An outline of previous projects, specific work previously performed or being performed, and, (2) Personnel: Name, professional qualifications and specific experience of personnel who may be assigned as project officer. The Statement of Capability will be limited to 3 pages in addition to resumes and pertinent samples of documentation. This is an intent to award notice, therefore proposals cannot be submitted directly on this notice.
