PARTIAL PERFORMANCE WORK STATEMENT - REQUEST FULL COPY NO LATER THAN 18 NOV -- Betty.Jones@itec4.army.mil. Contract Line Items -- 0001 Operation & Maintenance 12 MOs 0002 Other Services to be billed as actual costs 1 Lump NTE Services include office supplies, packing shipping 0003 Travel as required and approved in advance by COR 1 Lump NTE Performance Work Statement Operation for the Systems Integration Facility (SIF) for Project Manager Logistics Information Systems (PM LIS) 1. INTRODUCTION a. Purpose. The mission of the Integration Facility is to provide the Project Office with a full suite of functional and technical capabilities necessary to execute the following actions in support of PM LIS managed product lines: equipment receipt, equ ipment shipping, equipment storage, hardware testing, integration, configuration control, diagnostic testing, maintenance, repair and component replacement of computer hardware and peripherals, software loading, functional testing, system/component account ability, packing and shipping, media reproduction and distribution. The support contract shall provide the appropriate level of qualified and trained personnel in order to meet mission requirements and work load assigned to the Integration. b. Background. The Project Management Office LIS acquires Commercial Off The Shelf (COTS) computers, software and peripheral items of equipment available through Army Small Computer Program and approved Indefinite Delivery Indefinite Quantity (ID/IQ) cont racts to provide systems hardware and software to meet the systems requirements for PM LIS. c. Period of Performance. There will be a one-year base period plus four one-year option years (the work in the option years shall be the same as in the base year. The base period is 1 Mar 2006 through 28 Feb 2007 d. Place of Performance. All work shall be completed at Government Furnished Facility located at 800 Lee Avenue, ATTN: SFAE-PS, Fort Lee, VA 23801-1718, TEL: (804) 734-7657 2. SCOPE OF WORK a. Services Required. PM LIS requires the following support services to fulfill the mission to field and support Logistics Information Systems throughout the United States Army. The services required and supported organization and systems are listed bel ow. PM LIS systems for which Contractor will provide support include but are not limited to: - Global Combat Support Systems-Army (GCSS-Army) Family of Systems - Integrated Logistics Analysis Program (ILAP) - Movement Tracking Systems (MTS) - Standard Army Ammunition System-Modernization (SAAS-MOD) - Standard Army Maintenance System Level-Installation Table of Distribution and Allowances (SAMS-I TDA) - Standard Army Maintenance System Level-1 Rehost (SAMS-1 Rehost) - Standard Army Maintenance System-Enhanced (SAMS-E) - Standard Army Retail Level System-1 (SARSS-1) - Standard Army Retail Level System-2AD (SARSS-2AD) - Standard Army Retail Level System-2AC/2B (SARSS-2AC/2B) - Standard Army Retail Level System-Gateway (SARSS-GW) - Standard Army Retail Level System-Radio Frequency Identification (SARSS-RFID) - Unit Level Logistics System-Air (ULLS-A)and ULLS-A SCP 06 - Unit Level Logistics System-Ground (ULLS-G) - Unit Level Logistics System-S4 (ULLS-S4) - Property Boo k Unit Supply-Enhanced (PBUSE) - Joint Computer-Aided Logistics System (JCALS) - Tactical Logistics Data Digitization (TLDD) - Financial Management Tactical Platform (FMTP) - Product Life Cycle Management Plus (PLM+) c. Equipment and Hardware. LIS configurations are normally composed of major component items such as a Personal Computer (PC), Monitor, Keyboard, Printer, Global Positioning System (GPS) device, consumables (i.e. paper, printer ribbons, etc.) and other a ssociated peripheral equipment (i.e. transit cases, mounting brackets, racks, AIT items, etc.). The exact hardware system to be integrated varies by system configuration. For our purpose, an integrated system is defined as a server, workstation, laptop, Movement Tracking System (MTS)or AIT system onto which an operating system and application software system is loaded. MTS systems will usually consist of a GPS device and controlling and mounting hardware. An AIT system will usually consist of multiple items such as barcode hand scanners, printers, RF transceivers, etc. Peripheral devices such as high-speed printers, low speed printers, hubs, routers, etc. are components of the integrated system configurations and shall not count in the number of systems to be integrated. Contractor may also be required to store and ship non-integrated systems. d. Software. PM LIS software configurations are normally composed of two major component items the executive software (Operating System (OS) Database/File Management software, Communication Software), and the system Application Software (GCSS-A modules an d Legacy Systems: SPR, SARSS, SAMS-R, etc.). The Government will provide the configuration setting(s) for all COTS either in writing or as part of the Government provided load instructions. The Government will provide all application software with proper load instructions. 3. REQUIRMENTS / PERFORMANCE STANDARDS a. General. Contractor shall furnish non personal services, to include personnel, supervision, management, materials, and equipment (except where such material are furnished by the Government). Detailed requirements are listed in the subtasks below. b. Task Direction. Government has the unilateral right to prioritize the work to be performed here under. 1. Security Clearance: Access to classified material is required as specified in the attached DD Form 254. 2. Travel. Travel within CONUS may be required, primarily between home station and Northern Virginia. All travel must have the prior approval of the contracting officers representative and will be performed within the constraints of the Joint Travel Regu lation(JTR). 3. Start Work Meeting. A start work meeting with the government will be conducted within two workdays following award of the delivery order. The start work meeting will be conducted at the government site in Fort Lee, Virginia or at Contractor facility at the discretion of the Contracting Officer's Representative (COR). c. Specific Tasks. 1. Contract-Level Program Management. Contractor shall provide the required expertise necessary to provide the management and operation of the SIF facility. 2. Task Order Management. Contractor shall provide the necessary personnel and management controls to meet the cost, performance and schedule requirements of the Performance Work Statement. This shall include the following reports: 3. Monthly Status Reports. Contractor shall provide monthly reports on the status of the overall project as well as the status on the systems being integrated within the integration facility. The monthly status report shall be utilized primarily to tra ck integration tasks accomplished and costs for the month and to date. Current and accumulative costs will be presented. Man-hour utilization and costs, packaging and shipping, procurement, travel, subcontractor and consultant costs shall be reviewed for the month and projections for the remainder of th e task shall be provided. 4. In Process Reviews (IPR). Contractor will provide a monthly IPR at the government's work site or at a location determined by the COR. It will include a summary of accomplishments, planned accomplishments, unresolved issues and problems. The Monthly Status Report will be presented at the IPR. Minutes will be recorded by Con tractor and provided to the COR. 5. Schedule Status. Contractor shall notify the Government representative immediately of any schedule slippage or inability to meet Required Delivery Dates (RDD). 6. Technical Requirements. Contractor shall perform all activities necessary to receive, inventory and store hardware, integrate component items into a specified configuration, test the configuration to ensure component operation and interoperability, reproduce government provided media, install Government provided software (if requi red), perform software functional testing when applicable, account for issued licensed software and in accordance with Government supplied written procedures, then package the configuration (in Government provided transit case(s), if required) and ship the integrated system. 7. Inventory. Contract shall receive and inventory /reconcile using an electronic (when available) copy of the Government order documentation (i.e., purchase orders or delivery orders) and if any discrepancies are found an email message shall be sent to the Government representative for corrective action. Contractor shall use barcode scanning equipment to capture the serial numbers and model numbers (if included in a barcode) on the electronic copy of the Government order documentation. Manual re-keyin g of data should be kept to a minimum. When necessary, Contractor shall prepare Quality Deficiency Report (QDR) documentation immediately for Government representatives review, signature and processing. DD-250, DD-1155 and shipping reports documentation that is received with the incoming shi pment shall be collected by Contractor and furnished to the Government representative. SF364, Report of Discrepancy, shall be prepared by Contractor for all shipping discrepancies. Contractor shall maintain an equipment on hand inventory. Contractor shall capture changes in serial numbers/model numbers as a result of warranty work performed. Contractor shall provide the status of equipment on hand as required by the Government. Co ntractor shall provide the Government changes occurring in the data monthly via the monthly database extract. 8. Integration, Test and Software Loading Procedures. Contractor shall use the Government furnished written Integration Procedures and checklists to document all steps required to integrate components, test configurations, and if required, load operatin g system and application software. It is estimated that Contractor shall integrate approximately 250 configurations monthly. 9. Integrate Components. Contractor shall integrate Government furnished components from various vendors to form the individual configurations as specified by the Government. Integration shall include not only integration of GFE components and software , but additional actions such as reconfiguration of default jumpers and settings, downloading and installation of new or updated device drivers, trouble shooting and resolution of hardware and software conflicts, resolving hardware configuration issues, de tecting and removing viruses, etc. Contractor shall keep a log of problems during integration. Any significant problems shall be reported by Contractor in the monthly report to the COR.
